This Man Should Not Be Allowed Near Dogs
Here is security camera footage of Harlem resident Carlos Baez in an elevator, yanking the leash of his tiny dog, "Dutch," and angrily swinging the terrified little thing around by its throat.
Not shown: the part with Baez "kicking the dog and slamming him into the wall."
Dutch is okay. Carlos is under arrest.
