Meet Rafael Escamilla.

Arrested this week for allegedly masturbating while seated next to a teenage girl on an airplane flight, the 50-year-old suspect told police that he was actually massaging and itching himself because he had spilled Tabasco sauce on his penis.

Escamilla’s unique explanation for his alleged indecent exposure is contained in police reports detailing the December 26 incident on a SkyWest Airlines flight from Salt Lake City to Lewiston, Idaho. Escamilla, a Florida resident, was in Idaho visiting family.

The girl, a high school cheerleader who just turned 17, told cops that she was seated directly next to Escamilla, and had chatted briefly with him at the trip’s outset. Mid-flight, as she looked at prom dresses in Seventeen magazine, the teenager spotted something moving “out of my corner of my eye.”

In a handwritten statement, the girl recalled, “I looked over and I could clearly see the man’s penis going side to side under the tray table that was down.” Escamilla, she added, had one hand on his laptop (which was atop the tray table) and the other “under the tray table.” Escamilla is pictured in the above mug shot.

After waiting two to three minutes, the girl--who was traveling alone on the flight--got up to go to the bathroom. When she emerged, the teen sat next to a woman seated at the back of the plane, and told the woman that, “the guy that she was sitting with creeped her out.”

Upon arrival at Nez Perce County Regional Airport, the girl, upset and crying, told her father about what had transpired on the flight. The man contacted a Transportation Security Administration supervisor, who in turn summoned Lewiston Police Department officers.

When confronted by cops, Escamilla denied exposing himself. “I wasn’t out, I wasn’t hanging out,” he claimed. As reported by Officer Chris Reese, Escamilla “explained to me that he had spilled Tabasco sauce or something similar on his ‘penis’ and had an incredible itch.” He was rubbing his groin, Escamilla explained, “because it was the worst ‘itch in the world.’” Escamilla said he tried to be discreet by covering himself with his laptop, but that the girl must have “suspected something.”

During further questioning, Escamilla changed his Tabasco story, claiming that it “might” be from his breakfast that morning “as he did have Tabasco sauce with his eggs.” Asked why he did not just go to the bathroom to “take care of this problem,” Escamilla told Reese that he “didn’t feel that it would help.”

Reese noted that Escamilla used the words “rub” and “massage” to describe how he addressed the “incredible itch.” The cop reported that, “while I was speaking with [Escamilla], he never showed any obvious signs that he had an itch in this particular part of his body.”

Escamilla was then handcuffed and transported to the county jail, where the above mug shot was snapped. He was charged with a misdemeanor count of indecent exposure, and a District Court hearing was set for January 18.

According to an online biography, Escamilla is an accomplished physical therapist who holds a Ph.D. and has worked as a professor at Duke University and California State University. Escamilla currently works as research director at the Florida orthopedics and sports medicine institute founded by Dr. James Andrews, the noted surgeon whose clientele has included Michael Jordan, Peyton Manning, Charles Barkley, Jack Nicklaus, Roger Clemens, and Drew Brees. Robbery with a Giant Stick Is Way Funnier Than It Should Be

Robbery with a Giant Stick Is Way Funnier Than It Should BeIf you were a convenience store clerk faced with a robber wielding a comically large stick as a weapon, you probably wouldn't think it was too comical. But after the fact, the security camera footage is pretty ridiculous.

So, this robber has apparently decided to use an entire tree as a weapon. But the convenience store clerk whips out a hammer, and a showdown occurs. According to TBD, the robbery occurred in Virginia and not, as we initially suspected, in a 1930s slapstick silent film. [TDB via Magister]

The documents state that Gary Cartwright called 911 around noon on Wednesday. He told dispatchers about the body of a 27-year-old woman in a house on the 700 block of Colonial Court in Silver Spring Township. The documents state that he told dispatchers, "It was obvious that she was dead."

The documents go on to state that Cartwright directed police to the body in the basement and said, "You guys can go ahead and take me in. I killed her."

The woman was identified as Nicole Berman. Police said her body was covered with a blanket and there were no signs of a struggle.

According to documents, Cartwight told police, "I strangled her. We had a fight last night at about 5:30 and I panicked."

Cumberland County District Attorney David Freed said Cartwright knew what he was doing.

"You don't strangle somebody to death, or choke somebody, by accident or by happenstance. You have to apply significant force for a significant amount of time in order to cause somebody's death," he said a news conference on Thursday morning.

FR. LOMBARDI'S NOTE CONCERNING THE MOTU PROPRIO

Given below is the text of a note written by Holy See Press Office Director Fr. Lombardi's note is entitled "Transparency , honesty and responsibility".

VATICAN CITY, 30 DEC 2010 (VIS) - Given below is the text of a note written by Holy See Press Office Director Fr. Federico Lombardi S.J. on the Pope's Apostolic Letter "Motu Proprio data" on the prevention and countering of illegal activities in the financial and monetary sectors. Fr. Lombardi's note is entitled "Transparency , honesty and responsibility".

Today's publication of new laws for Vatican City State, for the dicasteries of the Roman Curia and for the Institutions and Entities dependent on the Holy See, is an important normative development, but also has far-reaching moral and pastoral significance.

As of today, all organisations associated with the government of the Catholic Church - and with the Church's "support": Vatican City State - have, in a spirit of sincere collaboration, become part of that system of juridical principles and instruments which the international community is creating with the aim of guaranteeing just and honest coexistence in an increasingly globalised world; a world in which, unfortunately, economy and finance is not infrequently a field for illegal activities, such as the recycling of the profits of crime and the financing of terrorism, true threats to justice and peace in the world.

Speaking plainly, the Pope affirms that the "Holy See approves such a commitment" on the part of the international community, "and intends to adopt the rules" the community uses "to prevent and combat" these terrible phenomena.

Illegal activities have always shown an extraordinary ability to infiltrate and contaminate the world of economy and finance, but their growth at the international level, and the use of new technology, have made them increasingly insidious and capable of concealment. Thus, by way of protection, it has become vital to create mutual control and information networks among the authorities charged with contrasting such activities.

It would be ingenuous to imagine that the perverse intelligence of the people who control illegal activities would not seek to exploit certain weak spots which sometimes exist in the international systems that defend and oversee legality, in order to penetrate and violate them. For this reason international solidarity is of vital importance in order to safeguard those systems, and it is right and understandable that national watchdogs and the competent international organisations (the Council of Europe and, in particular, FATF the Financial Action Task Force on Money Laundering) should look favourably upon the States and organisations which offer the requested guarantees, and impose greater limitations on those which fail to conform.

Naturally, this also holds true for Vatican City and for those ecclesiastical organisations which undertake economic and financial activities.

Thus the new norms respond both to the need to conserve the effectiveness of the organisations that work in the economic and financial sector at the service of the Catholic Church in the world and, – more importantly - to the moral requirement of "transparency, honesty and responsibility", which must always be observed in the social and economic field (Caritas in Veritate, 36).

The implementation of the new norms will certainly require great commitment. A new Financial Information Authority must be set up, new obligations must be respected, new functions exercised. But this cannot but be of benefit to the Church. Vatican organisations will be less vulnerable in the face of the continuous risks that inevitably arise in the handling of money. Those errors which so quickly become the cause of "scandal" for public opinion and the faithful will be avoided. In the final analysis the Church will be more "credible" before the members of the international community, and this is of vital importance for her evangelical mission. Today, 30 December 2010, the Pope has signed a document of a type a little unusual for him, but one of great courage and of great moral and spiritual significance. This is a good way to conclude the year: with a step towards transparency and credibility!

COMMUNIQUE OF SECRETARIAT OF STATE ON POPE'S MOTU PROPRIO

Given below is the English-language text of a communique issued by the Secretariat of State regarding the new legislation for the prevention and countering of illegal activities in the financial and monetary sectors:

Amplify’d from visnews-en.blogspot.com
VATICAN CITY, 30 DEC 2010 (VIS) - Given below is the English-language text of a communique issued by the Secretariat of State regarding the new legislation for the prevention and countering of illegal activities in the financial and monetary sectors:

(1) Today, in implementation of the Monetary Convention of 17 December 2009 (2010/C 28/05) between Vatican City State and the European Union, four new Laws were adopted:

- the "Law concerning the prevention and countering of the laundering of proceeds from criminal activities and of the financing of terrorism";
- the "Law on fraud and counterfeiting of Euro banknotes and coins";
- the "Law concerning the size, specifications, reproductions, substitutions of and withdrawals from use of Euro banknotes and concerning the implementation of measures to be taken against the irregular reproduction of Euro banknotes and the substitution of and withdrawal from use of Euro banknotes";
- the "Law regarding the face, unitary value and technical specifications, as well as the copyright of the designs of the national faces of the Euro coins destined for circulation".

The process of drafting the above-mentioned Laws was conducted with the assistance of the Mixed Committee, established in Art.11 of the Monetary Convention, composed of representatives of Vatican City State and of the European Union. The European Union delegation is composed of representatives of the Commission and of the Republic of Italy as well as representatives of the Central European Bank.

The Law concerning the prevention and countering of money laundering and of the financing of terrorism is published together with this communique, while the others will be published on the website of Vatican City State, at www.vaticanstate.va

(2) The Law concerning the prevention of money laundering and of the financing of terrorism contains the following in a single piece of legislation:

- specification of criminal activities which comprise the laundering of money, self money-laundering, and the so-called "predicate crimes" (that is, the criminal activities which generate incomes, that are subsequently laundered), for which penal fines are foreseen;
- specification of activities with a more administrative content related to international co-operation, but also to prevention, for which pecuniary administrative fines are foreseen.

The above Law is based on the following main obligations:

- "adequate verification" of the counterpart;
- registration and conservation of data concerning ongoing relations and operations;
- reporting of suspicious transactions.

The structure of this Law, while taking into account the specificity of the Vatican legal system into which it is inserted, conforms to the principles and rules in force throughout the European Union and is therefore in conformity with the norms of other nations which have more developed rules in this regard. This is seen in the provisions concerning, among other things, self money-laundering, the controls on cash entering or leaving Vatican City State, the obligations regarding the transfer of funds, and the heavy administrative sanctions that are applicable not only to legal persons and entities but also to the physical persons who act on their behalf, by means of the binding recourse action.

(3) In conformity with what is found in the most recent norms of the European Union, the Law on fraud and counterfeiting responds to the need to adopt a solid network of legal protection of Euro banknotes and coins from counterfeiting. This requires procedures of withdrawal from circulation of counterfeited banknotes and coins, the reinforcing of penal sanctions, as well as various forms of European and international cooperation.

(4) The Laws concerning the Euro banknotes and coins contain the following for those Banknotes and coins:

- norms for the protection of the copyright of the designs;
- rules regarding size, technical characteristics, circulation and substitution;
- the prospective application of administrative pecuniary fines for violation of any of these Laws.

(5) The drafting of the Laws that are adopted today does not involve Vatican City State alone. The Holy See, which is legally distinct from Vatican City State and which directs entities and institutions active in various areas, has adopted as its own the "Law concerning the prevention and countering of the laundering of proceeds from criminal activities and of the financing of terrorism". The adoption of this Law was accomplished by means of the "Apostolic Letter in the form of a Motu Proprio for the prevention and countering of illegal activities in the area of monetary and financial dealings".

With that Apostolic Letter, which is also published today and signed by the Supreme Pontiff Pope Benedict XVI:

- it is also established that the Law of Vatican City State and its future modifications apply as well to the "Dicasteries of the Roman Curia and for each and every institution or entity dependent on the Holy See", among which the Istituto per le Opere di Religione (IOR) is included, so as to confirm the latter's firm intention to operate according to principles and criteria which are internationally recognised;
- the Autorità di Informazione Finanziaria (AIF) is established, an autonomous and independent body with the specific task of preventing and countering the laundering of money and the financing of terrorism with respect to each subject, both legal and physical, entity and institution of whatever nature, of Vatican City State, of the Dicasteries of the Roman Curia and of all the other institutions and entities dependent on the Holy See;
- the competent judicial authorities of Vatican City State are henceforth delegated to exercise penal jurisdiction in regard to the above-mentioned institutions, in the case of crimes related to money-laundering and the financing of terrorism.

The Apostolic Letter is published on the Holy See's website, at www.vatican.va

(6) The AIF, whose President and members of the Governing Council are appointed by the Pope, is charged with the task of adopting the complex and delicate norms of implementation which are indispensable in ensuring that the subjects of the Holy See and of Vatican City State - from 1 April 2011 - will respect these new and important obligations aimed at countering the laundering of money and the financing of terrorism. On 1 April 2011, the "Law concerning the prevention and countering of the laundering of proceeds from criminal activities and of the financing of terrorism" will enter into force.

(7) Experience will help to refine and integrate the new norms concerning the prevention and countering of money-laundering and the financing of terrorism in accordance with the principles and the standards in force in the international community; such need might derive from the Holy See's and Vatican City State's openness to deal with competent international instances in countering both money-laundering and the financing of terrorism.

(8) These new Laws are part of the Apostolic See's efforts to build a just and honest social order. At no time may the great principles of social ethics like transparency, honesty and responsibility be neglected or weakened (cf. Benedict XVI, Caritas in Veritate, 36).

Obama to Appoint Six Without Senate Okay

By Dan Weil

President Barack Obama will use recess appointments to install six executive branch officials, bypassing Senate confirmation. The appointments include James Cole, his controversial choice for deputy attorney general -- the No. 2 spot at the Justice Department.

obama, appoints, 6, senate, confirmationThe six officials will bring Obama’s recess appointment total to 28, eclipsing the 23 made by former President George W. Bush at a similar point in his presidency.

With Republicans gaining six Senate seats in last month’s elections, confirmation would only grow more difficult for the White House appointees. Obama, who is vacationing in Hawaii with his family, announced the move in a news release, explaining only that the posts have “been left vacant for an extended period of time.”

But the White House and its allies in Congress are upset by what they see as Republican delays to consider Obama’s nominees, particularly Cole, a close friend of Attorney General Eric Holder. Republicans are concerned that he is soft on terrorism and too closely tied to A.I.G., the insurance giant bailed out by the government.

Rep. Peter King, R-N.Y., incoming chairman of the Homeland Security Committee, blasts Obama’s move, calling the Cole appointment “absolutely shocking.” In a statement, King says, “The appointment indicates that the Obama Administration continues to try to implement its dangerous policies of treating Islamic terrorism as a criminal matter.”

The appointees have been on hold in the Senate for an average of 114 days, administration officials say. Another 73 candidates for politically-appointed jobs, including many judges, were waiting for confirmation when the Senate adjourned. Obama will have to re-nominate them if he wants them in office.

The recess appointments permit Cole and the other nominees — four ambassadors and the head of the Government Printing Office – to serve for one year before they must be re-appointed.

Deputy White House chief of staff, Jim Messina, says Obama felt he had no alternative, especially with Cole. “We’ve been working hard with the Republicans and have seen some movement forward,” Messina told The New York Times.

“There were some that, for whatever reason, they could not help us with and we felt were mission critical, and clearly the deputy attorney general is a critical position to help enforce the laws of the land.”

While the White House wants to put all the blame for delays on Republicans, that’s not accurate, experts say. The number of Senate-confirmed positions has jumped, nominees must submit substantial background information that requires extensive investigation, and a single senator can put a hold on any nominee, Paul Light, a New York University expert on the presidential nomination process, tells The Times.

“Obama has set the record for the slowest process since J.F.K.,” he says, referring to the amount of time it has taken to get his first group of about 550 appointees confirmed. “It’s really a mess.”

The other five nominees include ambassadors Matthew Bryza, Azerbaijan; Robert Stephen Ford, Syria; Frances Ricciardone Jr., Turkey; Norman Eisen, Czech Republic and William Boarman as public printer.

Obama Sidesteps Hill With EPA Carbon Limits

The Obama administration will use government agencies and the Clean Air Act to push through its global warming agenda after failing in Congress. FoxNews.com reports that on Jan.2 new carbon limits will be set and the Environmental Protection Agency will then draw up regulations requiring companies to get permits to release greenhouse gases.

obama, epa, global, warmingFox said the administration, which points to a 2007 Supreme Court ruling for its authority, plans to have preliminary rules in place by the summer with final rules set for 2012. American Enterprise Institute scientist Ken Green told Fox the regulations are “job killers.”

“Regulations, period -- any kind of regulation is a weight on economy,” he said. “It requires people to comply with the law, which takes work hours and time, which reduces the profitability of firms. Therefore, they grow more slowly and you create less jobs."

Fox also cited a Wall Street Journal op-ed by Rep Fred Upton, R-Mich., and Americans for Prosperity president Tim Phillips that called for “Congress to overturn the EPA's proposed greenhouse gas regulations outright. If Democrats refuse to join Republicans in doing so, then they should at least join a sensible bipartisan compromise to mandate that the EPA delay its regulations until the courts complete their examination of the agency's endangerment finding and proposed rules."

Obama Administration Pushing 'Backdoor' Cap-and-Trade Tax

Obama Administration Pushing 'Backdoor' Cap-and-Trade Tax

WASHINGTON – President Barack Obama's administration enters 2011 pressing ahead with new regulations and diplomacy to fight climate change, but it will face stiff challenges from opponents.

The year ended with modest progress toward a new global deal during U.N.-led climate talks in Cancun, Mexico, where major emitters including the United States and China moved beyond past bad blood.

But U.S. environmentalists' hopes were dashed at home, where a proposal to create a first nationwide "cap-and-trade" plan to restrict greenhouse gas emissions in the world's largest economy died in the Senate.

The Obama administration is nonetheless taking action on its own. Starting Jan. 2, authorities will consider greenhouse gases when approving emission levels for large new industrial plants.

The federal Environmental Protection Agency announced on Dec. 23 that it would go a step further starting in 2012 by setting greenhouse gas standards for power plants and petroleum refineries — which together account for nearly 40 percent of the emissions blamed for climate change.

But Obama can expect even more hostility to his climate agenda starting in January, when the rival Republican Party takes charge of the House of Representatives.

Representative Fred Upton of Michigan, the Republican who will head the new House Energy and Commerce Committee, said the United States should be "working to bring more power online, not shutting plants down" to protect jobs.

"We will not allow the administration to regulate what they have been unable to legislate," Upton said.

"This Christmas surprise is nothing short of a back-door attempt to implement their failed job-killing cap-and-trade scheme."

The Obama administration insists it is only setting standards, such as favoring green technology, and not imposing numeric caps on emissions as envisioned under most cap-and-trade proposals.

The Obama team and environmentalists argue that a shift to green energy would create, not reduce, jobs by opening a new area of growth in the troubled economy.

The world's temperature has been steadily rising and many scientists point to rising disasters — including devastating floods in Pakistan and, counterintuitively, intense blizzards — as evidence of climate change.

The Democrats narrowly retained control of the Senate and Obama remains president, meaning he can fight any legislative efforts to weaken regulation on climate change.

But several Republicans have vowed to fight a key U.S. promise in international negotiations — to contribute to poor countries seen as suffering the worst effects of climate change.

The Cancun conference set up a Green Climate Fund, to which the European Union, Japan, and the United States have led pledges of $100 dollars a year starting in 2020.

Bracing for concerns about accountability, the Obama administration fought successfully in Cancun to put the World Bank in charge of the Green Climate Fund.

Todd Stern, the chief U.S. climate negotiator, said the financial pledges were "extremely important" and "a core part of the deal."

"Obviously, the fiscal situation is exceedingly tough in the U.S. It's tough in Europe and other places as well. And we are going to have to do the best we possibly can to carry out" the promises, Stern said.

As part of a future deal, the United States has pressed for fast-growing emerging nations such as China to agree to binding and verifiable action on climate change.

India surprised many other countries in Cancun when it said it would consider a future binding deal. China has reiterated its opposition but promised to show flexibility.

Despite the shift in Washington, California — the most populous state —  approved its own cap-and-trade system after voters rejected a referendum supported by the oil industry to suspend air pollution control laws.

By contrast, oil-producing Texas — the biggest carbon polluter — has refused to abide by federal guidelines on emissions, leading the Obama administration to take over its permit system.

Muslim fanatic jailed for preaching race hate now accused of swindling benefits

Abdul Rehman Saleem, known as Abu Yahya, is working on a market stall at the same time as collecting the £60 a week benefit, a friend of his estranged wife claimed.

The 35-year-old was freed from prison last year after being convicted of inciting racial hatred during protests in London against cartoon depictions of the prophet Mohammed.

Yahya is thought to have been claiming benefits while working on clothing stalls in both Stratford, East London, and another outlet at London’s New Covent Garden Market in Vauxhall.

At the same he time, he has failed to provide any maintenance for his five children with his former wife Kay.

She is the younger sister of actress Laila Rouass who has starred in Footballers’ Wives, Spooks and last year’s series of Strictly Come Dancing.

When the Daily Mail approached Kay, she refused to discuss her ex-husband or the provision he makes for their children.

But a family friend said: ‘He works illegally, claims benefits and sees virtually nothing of his children.

Abu Yahya aka Abdul Rahman Saleem, spokesperson for the Al Muhajiroun group, holds a flyer for the' Magnificent 19' conference that is being held on Sept 11

‘He likes to say “Allah provides” – but in reality it is the state he seems to despise so much that makes the provisions for him. The Child Support Agency claim there is nothing they can do to make him pay for his children because he is in receipt of jobseekers’ allowance.’

Yahya first came to public prominence in February 2006 when he and other thugs hijacked afternoon prayers at the Regent’s Park Mosque in north London.

They chanted ‘UK you will pay – Bin Laden is on his way’ and ‘UK, USA, 7/7 on its way’.
After burning the Union Flag, a group of 300 protesters then joined a march on the Danish Embassy in London to campaign against cartoons which had satirised the prophet Mohammed.

Yahya was one of four men who appeared in court a year later and was convicted of inciting racial hatred.

He was sentenced to four years’ imprisonment, but served little more than two years and was released in August 2009.

Kay Rocco, wife of Yahya, refused to discuss what provision he makes for their children

He also made headlines earlier this year when he carried out a poisonous rant both inside and outside the Old Bailey. Joined by Mohammed Shamsuddin, he protested at the court as 21-year-old radicalised King’s College London student Roshonara Choudhry was sentenced to life for trying to kill MP Stephen Timms in a
knife attack.

Wearing Islamic robes and with their faces twisted in hate, they hurled abuse at a terrified female juror in the case who was wearing a Muslim headscarf as they shouted: ‘Shame on you, sister’.

Outside the court the pair waved banners, saying: ‘Islam will dominate the world’ and ‘British soldiers must die!’

Yahya, who is still intent on Muslims fighting a holy war, splits his time between a council-maintained flat in Bow and his mother’s home in Ilford, both in East London.

Asked last night by the Daily Mail what benefits he currently receives, Yahya would only say: ‘My circumstances have recently changed and I now do not currently receive full jobseekers’ allowance at the moment. But I am not prepared to tell you what assistance I receive from the state in regards of my housing or living costs.

‘That is something I will just not talk about – or my position with the Child Support Agency regarding making any provision for my five children.’

Obama’s Million Dollar Hawaiian Vacation: Costs to Taxpayers Detailed

BY MALIA ZIMMERMAN

Kailua home where the president stays

Nestled in three luxury beachfront homes just outside a local favorite surf spot on the pristine turquoise waters of Kailua Bay, President Barack Obama and his family and friends are enjoying a seemingly quiet Christmas vacation.

They could have chosen a less expensive and more secure place to stay such as a beachfront home on the Kaneohe Marine Corps Air Station – just a two-minute drive away from the Kailuana Place property where they are now. The president visits the military base daily to workout, bowl with his kids or enjoy the more private beach there. He also could have stayed at a home 15 minutes away on the beach fronting Bellows Air Force Base as President Bill Clinton did

Instead, Obama and his friends annually pool their money to pay for the rental of three luxury beachfront homes. The so-called “Winter White House” – or Kailua home that the president rents two weeks a year – can cost an estimated $3,500 a day or $75,000 a month, according to the web site Gadling.com. The site describes the home where the President sleeps: “The 7,000 square foot home features 5 bedrooms, 5 ½ bathrooms, a media room with surround sound, a kitchen suited for a master chef, a dining room and great room, a secluded lagoon-style pool with tropical waterfalls and a lavish island spa. The ocean lanai and garden lanai showcase ornate landscaping and stunning views of Kailua Bay and Mount Olomana.”

View from the Obama beachfront vacation rental of Kailua beach in the moonlight

Out of the rental fee for the three homes, owners pay for housekeeping, concierge service and other incidentals designated to them by the president’s coordinators.

Before the president and family arrive, homeowners accommodate weeks of inspections by Secret Service agents who can appear at any time. The Secret Service performs ground, sea and air surveillance of the homes and surrounding properties and background checks on the homeowners’ employees, contractors and neighbors. The telephone company spends several days adding secure phone lines underground. The Secret Service disables the homeowners’ security systems, sets up their own and erects some sort of force field that detects movement in the area.

But the preparation for the President’s arrival does not end there. Local real estate agents secure additional Kailua beachfront homes in strategic places for Secret Service, Navy Seals and U.S. Coast Guard personnel. Secret Service agents who guard the president and the president’s family have their own room at a cost of no more than $250 a day per person. Last year, the Secret Service and Navy Seals rented a total of 6 beachfront homes for the duration of the President’s stay for anywhere between $1,000 and $1,250 per day, local realtors say.

The White House will not disclose any information about this trip or prior trips, or even costs to taxpayers unrelated to security. However, residents staying near the Secret Service and Navy Seals confirm the number of rentals to be the about the same.

Moana Surfrider Resort

Also accompanying the President is an estimated two-dozen White House staff staying a 30-minute-drive away at the Moana Surfrider (A Westin Resort & Spa) on Waikiki Beach. The Moana Surfrider, one of the first hotels ever built on Waikiki Beach, is considered exclusive, prestigious, quaint and expensive. Basic rooms with either a partial or full ocean view cost between from $350 to $450 per night, plus a $20 per night additional charge and 13 percent tax, according to a call to room reservations. A spokesperson for the hotel would not confirm the number of rooms rented by White House staff, or the total cost, or if the White House secured a deal on room rates. The White House also refused to disclose this information.

Back in Kailua, the U.S. Coast Guard personnel man two 30-foot speedboats mounted with high-powered firearms. Four men are stationed on each boat in the canal that leads to the ocean, which is lined with homes. Two smaller boats continuously patrol the waters fronting the presidential rentals. The U.S. Coast Guard Cutter is stationed off the tip of Kailua Bay and the Kaneohe Marine Corp Air Station. A nearby corporate office building located on the canal across from the Kailuana homes also has been rented by Secret Service. Security checkpoints are set up at the entrance to Kailuana Place with only the residents and their guests pre-approved by Secret Service allowed access.

This year, the president’s wife and family flew ahead of the President on an Air Force C-40B Special Mission Aircraft, a 32 passenger plane, which according to a White House Dossier analysis, cost taxpayers an estimated $63,000 or $6,330 per hour. “By leaving early, she (Michelle Obama) forced a large logistical support – including a retinue of Secret Service agents – to get itself up and running,” the Dossier reports.

The president followed four days later on Air Force One, which according to the National Taxpayers Union Foundation, costs $181,757 per hour to operate. The Government Accountability Office estimates the cost of a roundtrip flight to Hawaii on Air Force One at $1 million.

When the President goes on outings to buy Shave Ice in Kailua town, or to visit Hanauma Bay in Hawaii Kai, or to play basketball with friends at his alma mater Punahou School in Manoa, he doesn’t go alone.

Up to 18 automobiles accompany the President when he leaves his residence, even for a 5-minute trip, to include several police cars, Secret Service manned SUVs, and an ambulance.

Louise Kim McCoy, press secretary for Honolulu Mayor Peter Carlisle, confirms that it is a City ambulance that accompanies the Presidential motorcade. “The City’s Emergency Services Department (EMS) expects the cost to be approximately $10,000 for this visit.  However, please note the EMS for the City and County of Honolulu is funded by the State,” she says.

Last year, the Honolulu Police Department reports it spent $250,000 on overtime to guard the President and $100,000 the year before that, when Obama was the President-elect. The city has yet to be reimbursed for any of the costs, a police spokesperson told Hawaii Reporter earlier this year.

Citing security concerns, the President’s administration refused to disclose any information to Hawaii Reporter as to the cost to state or federal taxpayers for the Hawaii trips in 2009 and 2010 or any other information about the President’s visit.

However, the administration maintains costs are in line with previous vacations of previous presidents.

With estimates secured from a host of professionals, city officials and law enforcement, Hawaii Reporter estimates costs to taxpayers will at least include:

  • Mrs. Obama’s early flight to Hawaii: $63,000 (White House Dossier)

  • Obama’s round trip flight to Hawaii: $1 million (GAO estimates)

  • Housing in beachfront homes for Secret Service and Seals in Kailua ($1,200 a day for 14 days): $16,800

  • Costs for White House staff staying at Moana Hotel: $134,400 ($400 per day for 24 staff) – excluding meals and other room costs

  • Police overtime: $250,000 (2009 costs reported by Honolulu Police Department)

  • Ambulance: $10,000 (City Spokesperson)

  • TOTAL COST: $1,474,200

UNKNOWN COSTS

  • Rental of office building in Kailua on canal

  • Security upgrades and additional phone lines

  • Costs for car rentals and fuel for White House staff staying at Moana Hotel (Secret Service imports most of the cars used here to escort the president)

  • Surveillance before the president arrives

  • Travel costs for Secret Service and White House staff traveling ahead of the President

Police: Man deliberately hit pedestrian in York City

ELIZABETH EVANS The York Dispatch

A York City man who police said deliberately ran over a pedestrian Wednesday night in York City is facing criminal charges.

Andrew Robert Lehigh, 22, of 346 Peyton Road, was being arraigned Thursday morning at the county's Central Booking Unit, a sheriff's deputy said.

York City Police said Lehigh is being charged with aggravated assault, simple assault, reckless endangerment and hit and run.

Police said Lehigh got into a minor crash with another vehicle in the 700 block of South Pine Street about 7:40 p.m. Wednesday. The passenger of the other vehicle, Christopher Harlacker, got out and tried to tell Lehigh to stop as Lehigh was leaving the scene, police said.

At that point, Lehigh intentionally ran over Harlacker, police said. Lehigh then left the scene but drove to the police station, where he was arrested, police said.

Harlacker, 39, of East Market Street, was in satisfactory condition Thursday morning in York Hospital, hospital spokesman Barry Sparks said.

Adams County day care owner facing trial for allegedly not reporting abuse

Charges have been forwarded to court in the case against the owner of an Adams County day care owner accused of failing to notify authorities about reports of abuse at her facility.

Bonnie Bretzman, 45, was charged earlier this month with one count of endangering the welfare of children, a third-degree felony, and one count each of misdemeanor obstruction of law enforcement and failure to report abuse, according to court documents.

Bretzman employed former Hanover resident Raymond Messinger, 47, who on Nov. 15 pleaded guilty to four counts of aggravated indecent assault of a child

and two counts of indecent assault of a child less than 13. He had been accused of molesting six girls while he worked at Bretzman Day Care, 140 Clines Church Road.

District Magistrate Mark Beauchat said during a preliminary hearing Wednesday that enough evidence existed to move forward on two of Bretzman's three charges, but the state didn't make its case for obstruction. That charge was dismissed.

Defense attorney Steve Maitland said the obstruction charge alleges willful attempts to "throw law enforcement off the trail."

Allegations: Adams County Assistant District Attorney Amber Lane, who's prosecuting the case, said Bretzman knew that there were allegations of child abuse at her facility, but she never reported them to the state's Department of Welfare or the other proper authorities in Adams County. Under state law, day care workers are mandated to report allegations.

But Maitland said Bretzman did not know there were any allegations of child abuse before she was notified by Adams County Children and Youth Services.

"The parents or the children did not tell her," he said.

After the initial charges were filed against Messinger, she didn't think she had to report additional allegations by other parents who stepped forward, Maitland said. He said his client's training by the Department of Public Welfare contradicted the law, in that she was told she didn't have to report additional incidents if there were an active investigation.

"If you drive by an accident and the police are already on the scene, there is no need to call 911," he said.

Bretzman is scheduled for formal arraignment in Adams County on Feb. 17, the same day as Messinger's sentencing.

Messinger will serve between 20 and 40 years in state prison under a plea agreement with the District Attorney's office.
