KANSAS CITY, Missouri (Reuters) - The top Roman Catholic official for the Kansas City Diocese agreed on Tuesday to have his actions monitored by prosecutors in order to avoid criminal charges for failing to turn in a priest suspected of creating child pornography.

Bishop Robert Finn, the leader of the 134,000-member diocese, is the highest-ranking Catholic official ever to face U.S. criminal charges in a child sexual abuse case.

Finn was indicted by a grand jury in Jackson County last month on a misdemeanor charge of failing to report Father Shawn Ratigan to police despite months of warnings by others that the 46-year-old priest potentially posed a threat. He has pleaded not guilty to those charges.

The allegations against the bishop are tied to evidence that even after a church computer technician made church officials aware of hundreds of photos of young girls on Ratigan's laptop, Finn did not report it to police nor to the parents and children who interacted with Ratigan.

Ratigan is accused of taking pornographic photos of young girls, including one that showed a young girl on a bed with her panties pulled aside, exposing her genitals.

Ratigan was eventually turned in by another diocese official five months after the pictures were discovered. He has been charged with 13 counts of child pornography and is in jail awaiting trial next summer.

Clay County prosecutors were pursuing criminal charges against Finn in addition to the charges brought by Jackson County, but the settlement announced Tuesday will defer any charges in Clay County as long as the bishop complies with the terms, prosecutors said.

The agreement announced Tuesday with Clay County prosecutors gives prosecutors oversight in the Kansas City-St. Joseph Diocese's handling of any case or complaint in which children might be victims for the next five years. It gives prosecutors five years to file charges against Finn, four years longer than the normal statute of limitations.

Finn agreed to report monthly directly to Clay County Prosecuting Attorney Daniel White, and to "apprise him of any and all reported suspicious or alleged abuse activities involving minors" throughout the diocese's Clay County facilities, the prosecutor's office said.

"This will be a learning experience for the bishop," said White in a statement announcing the deal. "The diocese and the bishop acknowledge past reporting systems had flaws; injecting an outsider into the mix - an outsider who can trigger a criminal investigation and file charges - gives parents and children in our community confidence that if anything were to happen, it will be promptly and effectively addressed."

Finn said in a statement that he was "grateful for the opportunity" to resolve the issue.

"The children of our community must be our first priority. Each deserves no more and no less," Finn said. "I stand ready to do all within my power not only to satisfy this agreement but also to ensure the welfare and safety of all children under our care."

NEW YORK – Watch out New York City. The Occupy anti-capitalist movement is preparing to serve a three-course meal of so-called direct action that apparently includes the blocking of subways and bridges as well as shutting down the stock market.

The attempt to cause mass chaos, slated for Thursday, is tied to the Tides Center, the George Soros-financed group that funds far-left causes. Tides grantees have been helping to direct Occupy from the onset of the anti-Wall Street movement.

Occupy Wall Street is currently holding "Direct Action Preparation and Training" courses today and tomorrow in downtown Manhattan to gear up for Thursday's round of riots.

The Occupy site announces: "Action Preparation & Training for November 17th, November 30th and Beyond."

"Red Army: The Radical Network that must be defeated to save America" exposes the extremists behind Occupy Wall Street

The training plan states it aims to "build affinity team, train to do actions and civil disobediences, meet new allies and friends and have some fun with us."

The Take the Square website, a partner of Occupy, has posted Thursday's agenda, outlining the radical plan as a three course meal of chaos.

"Breakfast," slated for 7 a.m. Eastern, aims to "shut down Wall Street."

The site says: "It's time we put an end to Wall Street's reign of terror and begin building an economy that works for all. We will gather in Liberty Square at 7 a.m., before the ring of the Trading Floor Bell, to prepare to confront Wall Street with the stories of people on the frontlines of economic injustice. There, before the Stock Exchange, we will exchange stories rather than stocks."

"Lunch," scheduled for 3 p.m. Eastern, is titled "Occupy the subways."

"We will start by Occupying Our Blocks! Then throughout the five boroughs, we will gather at 16 central subway hubs and take our own stories to the trains, using the 'People's Mic,'" the site states.

"Dinner," slated for 5 p.m. Eastern, seeks to block bridges.

Continues the site: "At 5 p.m., tens of thousands of people will gather at Foley Square (just across from City Hall) in solidarity with laborers demanding jobs to rebuild this country's infrastructure and economy. A gospel choir and a marching band will also be performing.

"Afterwards we will march to our bridges. Let's make it as musical a march as possible – bring your songs, your voice, your spirit."

As WND was first to report, the tactic of blocking bridges, already used by Occupy Wall Street to hold up the Brooklyn Bridge last month, was institutionalized by Stephen Lerner, a controversial anti-capitalist SEIU organizer.

Lerner has visited the White House four times. His former boss, Andy Stern, SEIU's recently retired president, was the most frequent White House visitor in 2009, according to presidential visitor logs. Obama himself once trained SEIU in the 1990s.

The SEIU and other major unions, including the AFL-CIO and the Laborers' International Union of North America, already announced they will partner with Occupy Wall Street for Thursday's protests.

Soros center ties to Thursday's scheduled chaos

Official resources for Thursday's event provided in the Occupy site include several manuals from the Ruckus Society, which trains radical activists in "direct action" techniques. Ruckus helped to spark the 1999 World Trade Organization protests in Seattle that turned violent.

The Ruckus manuals provided at the Occupy site are titled "Blockading for Beginners," "Anonymous Riot Guide," "50 Crucial Points for Nonviolent Struggle," "Define White Supremacy," "Imperialism the 2-Faced Monster," "Uncle Sam the Pusher Man" and the Communist Party-connected National Lawyers Guild's "Legal Observer Manual."

Ruckus is also listed as a "friend and partner" of Thursday's scheduled Occupy Days of Action.

Ruckus is funded by the Tides Center, which has been involved in Occupy since the movement's onset.

Another grantee of Tides is the Adbusters magazine, which is reported to have come up with the Occupy Wall Street idea after Arab Spring protests toppled governments in Egypt, Libya and Tunisia. The Adbusters website serves as a central hub for Occupy's planning.

MoveOn.org, which has joined Occupy, is funded by Tides

Fenton Communications, an extremist-led outfit that crafts the public relations strategy of Tides grantees, has come under newfound scrutiny after WND published a series of exposés tying it to Occupy Wall Street. One of its senior employees represented the anti-Wall Street march past millionaires' homes in New York last month.

New York, NY: At around 6 AM on November 15, 2011, attorneys associated with the New York City Chapter of the National Lawyers Guild working as the Liberty Park Legal Working Group obtained a temporary restraining order against the City of New York, various City agencies, and Brookfield properties directing that occupiers be allowed back on the premises with their belongings.

Earlier, at approximately 1 AM, the NYPD began massing around Zuccotti Park “aka Liberty Park.” In the following hours reports surfaced that the NYPD entered the park with police in riot gear backed up by numerous police vehicles, including a bulldozer, evicting occupiers. In the process they destroyed property and arrested dozens of occupiers and protestors including NYC Councilmember Ydanis Rodriguez and District Leader Paul Newell.

In the coming hours, days and weeks the LPLWG will pursue all legal options to enable the occupiers to continue to exercise their first amendment rights to speech and assembly for speech. Attorney Yetta Kurland, one of the attorneys from the LPLWG, said, “This is a victory for everyone who believes in the First Amendment. We will continue to fight for everyone’s right to continue the occupation.” In response to the injunction, Daniel Alterman, also an attorney with the LPLWG, stated that, “This is a victory for all Americans, for the constitution and for the 99%.” Gideon Oliver, another attorney with the LPLWG reacted by saying, “The LPLWG has been fighting to ensure their right to free speech from day one of the occupation. The occupiers right to free speech is based in our most core legal principles and we will be here till the end to fight for those rights.”

Why Is China Building These Gigantic Structures In the Middle of the Desert?

This is crazy. New photos have appeared in Google Maps showing unidentified titanic structures in the middle of the Chinese desert. The first one is an intricate network of what appears to be huge metallic stripes. Is this a military experiment?



They seem to be wide lines drawn with some white material. Or maybe the dust have been dug by machinery.



It’s located in Dunhuang, Jiuquan, Gansu, north of the Shule River, which crosses the Tibetan Plateau to the west into the Kumtag Desert. It covers an area approximately one mile long by more than 3,000 feet wide.



The tracks are perfectly executed, and they seem to be designed to be seen from orbit.



Perhaps it’s some kind of targeting or calibrating grid for Chinese spy satellites? Maybe it’s a QR code for aliens? Nobody really knows.

The second structure seems to be some kind of giant targeting grid, also north of the Shule river.



If you zoom in, you can see vehicles destroyed. It’s west of what seems to be a fairly big electrical station or a radio station similar to HAARP, the High Frequency Active Auroral Research Program located near Gakona, Alaska, and funded by the US Air Force, the US Navy, the University of Alaska, and Darpa.

This one seems like another target, this time arranged radially, with planes and obstacles.



Here is a weird airport-like structure. Except it's bright cyan. Seems full of water or made of a weird material. And look at the other airport-like structure next to it. Perhaps a decoy?



This is a huge complex, ten by five miles at least. Are these huge precipitation pools of some kind? If you zoom in Google Maps (see the image below this one), you could see two cooling towers like those used in nuclear plants, as well as several water treatment plants.





The Chinese have been building huge structures in the desert for a long time. Back in 2006, they built this 1:20 scale model of disputed border region between China and India. That's a terrain model 0.7 kilometer wide by almost 1 kilometer tall. Uncanny. Why would they build such a model of a terrain? To play a 1:20 scale war with 1:20 scale tanks? Mind boggling.

British Judge Investigates Journalistic Practices

LONDON — After the phone hacking scandal that has seared its way through Rupert Murdoch’s newspapers in this country, a senior British judge opened an inquiry on Monday into the way journalists operate and the elusive balance between press freedom and individual rights to privacy.

The inquiry, led by Lord Justice Leveson, is one of three launched since an avalanche of disclosures and arrests related to illicit interception of voice mails and other alleged transgressions by journalists from the News of the World, a major part of Mr. Murdoch’s News International British newspaper arm, which was closed in July in an effort to contain the scandal.

Two other inquiries are being conducted by the police and by a parliamentary panel, which last week interviewed James Murdoch, Mr. Murdoch’s son, for the second time since July.

The inquiries have inspired public debate about the relationship between privacy and the press and about the extent to which Britain’s self-regulating media should be subject to oversight.

The central issue, Justice Leveson said, could be “one simple question: who guards the guardians?”

In a brief address, he praised freedom of expression and freedom of the press as “fundamental to our democracy and fundamental to our way of life.” But, he said, press freedom needed to be balanced against individual rights.

Justice Leveson warned that his inquiry would be looking out for any hint that newspapers were targeting any of the 50 witnesses to appear before the panel.

“Concern has specifically been expressed that those who speak out might be targeted adversely by the press as a result,” he said.

“I have absolutely no wish to stifle freedom of speech and expression, but I anticipate that monitoring will take place of press coverage over the months to come.”

“And if it appears that those concerns are made out, without objective justification, it might be appropriate to draw the conclusion that these vital rights are being abused, which itself would provide evidence of culture, practice and ethics which could be relevant to my ultimate recommendations.”

Among the likely witnesses are several well-known people who have complained about unwarranted intrusion into their lives, including the actor Hugh Grant and J.K. Rowling, author of the Harry Potter books.

The inquiry was launched by Prime Minister David Cameron after it became clear that hacking at The News of the World extended not only to public figures like celebrities and politicians, but also to ordinary citizens such as Milly Dowler, a 13-year-old schoolgirl who voice mail was hacked after she was abducted in 2002. She was later found murdered.

Mr. Cameron, a Conservative, initially resisted setting up an immediate inquiry, but changed his mind in July in response to widespread public disgust and growing political pressure from the opposition Labour Party.

One of the issues the judge will consider is the coziness of the ties between politicians and the news media — particularly the relationship between lawmakers and editors and executives at News International.

His panel, which includes former journalists, a civil rights campaigner and a retired law enforcement official, has been given broad power to force newspaper owners, reporters, politicians and the police to give evidence under oath at public hearings into the culture, practices and ethics of the press.

The inquiry is scheduled to fall into two parts, the first a general review of the culture, practices and ethics of the media in general. The second, into alleged unlawful activities, will begin only when the police have completed investigations and concluded prosecutions so as to avoid prejudicing criminal inquiries.

Police are also investigating on two tracks — one into illegal phone hacking and one into illegal payoffs by newspapers to police officers.

So far, 16 people have been arrested in the phone hacking inquiry, including Andy Coulson, former editor of The News of the World and the former chief spokesman for Mr. Cameron; and Rebekah Brooks, who also worked as the editor of The News of the World and is a former chief executive of News International.

Earlier this month, a journalist at the tabloid The Sun, also owned by News International, was arrested on suspicion of making illegal payments to police officers, a sign that a scandal has spread beyond The News of the World. He was the sixth person to be arrested in the probe into illegal payoffs.

Respected people who set up charitable or social groups for children, only to be implicated in some form of child sexual abuse, are a frightening reality.

"I call them 'institutions of trust,' " says Portland, Ore., attorney Kelly Clark, who has represented more than 300 sex abuse victims. Some predators are so tacitly trusted "that when something like this happens, the instinctive reaction is, 'That can't happen here. We can't allow the mission to be compromised,' " he says.

STORY: Sex abuse scandal puts focus on charity

Abuse experts say the common denominators in many such crimes are parents willing to allow noted people to have unrestricted access to their kids. Among recent cases:

•A Utah judge this month sentenced a 70-year-old orphanage co-founder to three consecutive terms of five years to life in prison after he pleaded guilty to three counts of abuse. Lon Kennard originally faced 43 counts dating to 1995, but most charges were dropped as part of a plea deal. Kennard's victims were among six children adopted from Ethiopia, where he and his wife helped establish an orphanage.

•A Miami jury on Thursday returned a $100 million verdict against a retired Roman Catholic priest accused of sexually abusing dozens of boys since the 1980s in the city's Little Haiti neighborhood. More than 20 people say Neil Doherty, 68, trolled for victims wearing his priest's collar.

•In Portland, Ore., last year, a jury awarded a 38-year-old former Boy Scout $1.4 million, finding the national Boy Scouts of America and a local council negligent in a sex abuse case involving an assistant Scoutmaster and convicted pedophile.

"A pedophile is going to go where they have access to children," says Richard Serbin, an Altoona, Pa., attorney who has represented 150 clergy sex abuse victims statewide since 1987. He says the Penn State allegations parallel the Catholic church scandals — a trusted institution playing host to a pedophile. In each case, he says, the institution unwittingly lent predators access and respectability.

Washington, D.C., journalist Patrick Boyle, author of the 1994 book Scout's Honor: Sexual Abuse in America's Most Trusted Institution, says reaction to Catholic church sex abuse complaints and those against the Boy Scouts of America were similar.

"In both cases, there was a lot of willful ignorance among the higher-ups," he says. "They almost tried not to know things."

Serbin says Penn State head football coach Joe Paterno's response to sex abuse suspicions was "disappointing." Paterno allegedly reported the incident to a supervisor without summoning the police or pursuing the matter further. "It appears to me that no one wanted to ask the pertinent questions," Serbin says.

Clark also sees similarities to the sex abuse complaints against the Boy Scouts — he estimates that about 50 to 60 involving scouts are pending in courts nationwide.

"I call it 'borrowed credibility,' " Clark says. "If it was Smilin' Joe's Day Care Center, I might not leave my kid there. But it's the Boy Scouts, so I'm going to let my kid go with this troop and three or four or five adult men, some of whom I don't know. I might not trust them, but I trust the Boy Scouts."

Boy Scouts of America spokesman Deron Smith says that in 101 years, 150 million young men have been Scouts. He says the organization takes abuse seriously. Since 1990, he says, the Boy Scouts have included a pamphlet titled "How to Protect Your Children" in every handbook.

"Before they ever get into the program and certainly after they're in the program, we want this to be a point of discussion," Smith says.

Since 2003, the Boy Scouts of America required criminal background checks of all new volunteers; it also requires at least two adults to supervise all activities. It also requires mandatory reporting — to the police and local Scouting council — of "any reasonable suspicion of inappropriate conduct with youth."

"What we say is, 'Call the cops; call Scouting,' " Smith says.

In the Penn State case, Boyle says, "everybody seems to have done the minimum, instead of doing the maximum or more, which is what we'd expect of these institutions."

"If you can give 110% on the field, why can't you give 110% for the victims?"

While Wooldridge makes good points, he does just like everybody else does, no mention at all about the Vatican's orchestration of this Spanish Catholic invasion. To Wooldridge, its all about economics and health and politics. But these issues, although of grave concern, are not the real motivation behind this Spanish Catholic invasion. What is entirely lacking in every video that I've seen on this issue is what the Papacy has now publicly declared, the forced redistribution of the world's wealth. The Papacy has declared itself to be the world's Robin Hood and has called for the rich Protestant nations to give to the poor Catholic nations. And to foster that goal, the Vatican, with the cooperation of our Jesuit controlled Catholic majority government, is supporting the invasion of this once Protestant nation by starving CATHOLIC hoards in order to strengthen the power of the Catholic Cult in America; to overthrow Protestantism. Its all about religion. Its all about making America Catholic. No mention is ever made about the fact that 98% of immigrants, Mexican or otherwise, illegal or otherwise, are CATHOLIC. This is a Jesuit led Counter-Reformation Invasion of a once Protestant land. Its about destroying the sovereignty of a Protestant nation and the overthrow of a Protestant Constitution to be replaced by a totalitarian hierarchical Roman Catholic church/state form of government, the signing of a U.S./Vatican concordat, and the absorption of the Protestants back to the Roman Catholic Cult by force of law and necessity. Wooldridge isn't going to talk about that, even if he knows about it. Nobody is willing to suffer the religious persecution that will result from Catholics by talking about the REAL ISSUE, not even Wooldridge. Wooldridge stands to make a lot of friends and a lot of money and a lot of fame by publicly avoiding THE ISSUE! But unless somebody finds the courage to talk about THE ISSUE, this country is TOAST and Protestants, true Bible believing Protestants, will be in the EXTREME MINORITY and directly and immediately faced by a bloodthirsty Roman Catholic government and all that entails. Once the REAL aims of the Papacy are comprehended, all of a sudden the issues that Wooldridge discusses fall into the background.



If we would all focus on THE ISSUE, the forced Catholicization of America and the planned overthrow of our Protestant Constitutional liberties and its replacement by a concordat-driven totalitarian Roman Catholic church/state, even the Spanish Catholic invaders might have their eyes opened to what the Vatican is doing to them and convert to Christ and abandon the Cult of Rome and then help us preserve our Protestant liberties. But because people like Wooldridge won't talk about it, everybody remains ignorant of this Vatican/Jesuit-led Counter-Reformation scheme to destroy liberty.....Protestantism. And I'm not just picking on Wooldridge. Its EVERYBODY in the media! Without realizing it, the entire media is functioning, whether they know it or not, to deceive and misdirect the entire American population about who's really responsible for the collapse of this county. And because of that, the American people will actually be looking toward the Catholic Cult and all her Harlot daughters to come up with a solution. And the solution is already planned, a Roman Catholic church/state form of government. Wooldridge is in reality part of the problem, not the solution. As innocent and well intentioned as Wooldridge may be, he is actually helping Rome by not exposing her. That goes for Alex Jesuit Jones and EVERYBODY in the mainstream and the alternative medias. And until this nation puts its finger on Rome, Rome's agenda to Make America Catholic is a virtual certainty.

YouTube pays families £100,000 as funny videos go viral

YouTube, the video sharing website, is paying out tens of thousands of pounds to users whose funny family videos are going viral online, it has emerged.

The deal is type of partnership between the families and YouTube, which is believed to pay out every time the number of video views reaches a certain number.

From giggling toddlers to spoof home videos, funny family outings and bawling teenagers, the deal takes in a range of videos posted online by proud parents.

YouTube monitors all uploads to its website, and if there is enough interest or it believes the video will go viral, it contacts the user who uploaded it to offer them the chance to make money.

The company is said to have developed an algorithm for working out which videos are going to become internet hits.

Advertisements placed on the page or embedded within the video clip can generate a huge revenue stream that is then shared between the user and YouTube, it is reported.

One user, Howard Davies-Carr, whose home video of his son Charlie, then one, biting repeatedly biting the finger of his older brother Harry, aged three, has been watched nearly 400 million times, says he has made more than £100,000 from the partnership.

"Ever since the boys were born, I've had the camera out," Mr Davies-Carr, from the Thames Valley, told The Sunday Times (£).

"But 'Charlie bit my finger - again', that was pretty much the first video I've posted online. It was just a small captured moment I wanted to share with their godfather in Colorado."

'Charlie bit my finger - again' is just one of a number of funny family videos that are generating thousands of pounds for users.

David DeVore, who filmed his son coming round from an anaesthetic at the dentist in 2008, made almost £100,000 in the first year after uploading the video to YouTube.

Katie Clem, who filmed her daughter Lily's reaction to news of a family trip to Disneyland, has amassed more than £3,000 and five million views for her video, while Randy McEntee's film of his 17-month-old twin sons as been viewed 50 million times.

As well as being contacted by YouTube, parents who think their home video is going to be a web hit can apply to the company to start a channel.

While some users have donated the money to charity, others have said they are putting it towards their children's education.

It is understood that hundreds of American users are making six-figure sums through online partnerships with the video sharing website, although figures for the UK are not unknown.

Last year, the number of people earning £6,000 a year through viral family videos almost doubled, it is claimed.

Kevin Allocca, the manager of YouTube trends, told The Sunday Times: "A tiny percentage of the videos that are uploaded to the site get up to the four or five million views.

"What they all have in common is the speed with which they are shared."
