Experts armed with seabed core samples and findings from Japan are ready to place odds on the likelihood of a giant earthquake rocking the Northwest.

Within the next 50 years, they say, Washington and northern Oregon face a 10 to 15 percent probability of an offshore quake powerful enough to kill thousands and launch a tsunami that would level coastal cities. Off southern Oregon, the probability of an 8-or-higher magnitude earthquake is greater -- 37 percent, according to Oregon State University's Chris Goldfinger, one of the world's top experts on subduction-zone quakes.

Goldfinger and other authorities who spoke at a Portland conference this week say the Northwest is dangerously unprepared for a massive quake they consider inevitable at some point. At least 300,000 Oregon children attend school in buildings vulnerable to collapse when the Big One comes.

"I think every parent should know this," said Kit Miyamoto, an earthquake engineer from Japan whose company is helping repair quake-damaged structures in Haiti. "Those schools should be banned."

Earthquake experts are speaking with new urgency after the Japanese earthquake and tsunami that killed more than 24,000 March 11, shattering long-held assumptions on safety and survival. A much smaller New Zealand quake in February showed what can happen in a city similar to Portland, killing 181 and destroying thousands of houses in Christchurch.

Researchers say giant tectonic plates off Oregon's coast are locked in a slow-motion collision, accumulating energy that will ultimately be released when sections of Earth's crust slip. An earthquake in the Cascadia subduction zone could launch a tsunami resembling Japan's towering tidal wave, flattening Seaside and other low-lying cities.

Oregon is not nearly as prepared as Japan for a major earthquake, let alone a tsunami, said experts at the meeting held Friday in Portland State University's seismically reinforced Lincoln Hall. Oregon stores much of its liquid fuel, for example, in tanks on soil prone to liquefaction along the Willamette River north of Portland.

Japan built sea walls and other elaborate fortifications to withstand a tsunami from an 8.2-magnitude quake, the maximum officials expected along the country's northeast coast. But one scientist, Yasutaka Ikeda of Tokyo University, predicted 10 years ago that a 9-magnitude earthquake would shake the region.

"Nobody listened to him," Goldfinger told an audience at the meeting held by the American Institute of Architects Portland. "They just prepared for the wrong thing."

Goldfinger and his colleagues have advanced the new field of paleoseismology, examining sediments and rocks for signs of ancient earthquakes. They took core samples recently in Japan's Sendai plain, confirming that the Jogan tsunami in the year 869 swept farther than the March 11 wave, stopped only by hills 3 miles inland in what is now Sendai city.

Goldfinger's team has used similar techniques to date and fingerprint 19 undersea ruptures that have occurred during the last 10,000 years along the entire tectonic-plate margin from California to British Columbia.

Twenty-two more earthquakes have occurred along the southern parts of the Cascadia zone off Oregon, making such massive ruptures rather routine geologic events. Cascadia quakes seem to trigger activity along the San Andreas fault line to the south.

The largest Cascadia quake, known as T11, hit 5,900 years ago. The most recent one, called T1, occurred around 9 p.m. Jan. 26, 1700. The roughly 9-magnitude quake sent a tsunami to Japan.

That was 311 years ago, giving the Juan de Fuca and North American plates more than three centuries to strain against each other off Oregon, amassing energy for release. The farther south along the Northwest coast, the more frequently quakes occur.

An 8.5-magnitude earthquake would kill an estimated 5,000 Oregon residents at minimum, said Yumei Wang, geohazards team leader at the Oregon Department of Geology and Mineral Industries.

Many would probably die in unreinforced masonry structures prone to collapse, she said, including school buildings listed on her agency's Web site. State grants to upgrade schools and emergency buildings have lapsed.

Many Oregon bridges are also vulnerable, said Peter Dusicka, a PSU civil engineering professor. His modeling projects Oregon bridge damage exceeding $1 billion from a 9-magnitude Cascadia quake. A less powerful 6.5-magnitude earthquake in the Portland hills would cause more than $1.5 billion in bridge damage, Dusicka expects.

"It wasn't really until the 1990s that a worthwhile earthquake load was considered for bridges" in Oregon, Dusicka said. "Yet most of the building was in the '60s and '70s."

Engineers have learned from over the years from each major earthquake, Dusicka said, finding that seismic retrofitting can reduce bridge damage. Portland's Marquam Bridge, built in 1966, had a basic retrofit in 1995 with cables tying together the approaches to prevent a super-structure failure. But its vulnerable columns have not been addressed.

Other spans, such as the Fremont Bridge, built in 1973, remain vulnerable. "In Oregon we have done next to nothing," Dusicka said. The state has no current funding for seismic bridge retrofits, he said.

Likewise Oregon has no seismic requirements for dams, and no mandate to evaluate dams and mitigate risks, Wang said.

Engineers doing seismic retrofits often concentrate on preventing structures from collapsing and killing people, but not on enabling them to survive shaking well enough to be used after an earthquake, Miyamoto said. The result is "throw-away" buildings that may need to be demolished.

In Christchurch, for example, downtown high-rises that avoided collapse but are now leaning dangerously must be demolished, Miyamoto said, meaning that large sections of the city will be out of commission for months. Downtown Portland would have similar problems, he said.   

Scientists have found in California and elsewhere that that it tends to take several earthquakes before politicians devote money to preparation. Fixing everything isn't possible or affordable, so it's best to set priorities within a defined budget, Miyamoto said.

Blake Patsy, managing principal at KPFF Consulting Engineers, said substandard buildings can often be upgraded for a reasonable cost and perform significantly better. Engineers learned from the 1971 San Fernando earthquake that tilt-up buildings used for warehouses and school gymnasiums are especially vulnerable to collapse. 

KPFF conducted a seismic rehabilitation on the former Meier & Frank building that houses Macy's and The Nines Portland Hotel, installing several hundred dampers and pistons. The firm also engineered seismic improvements for the Edith Green Wendell Wyatt Federal Building being remodeled in Portland. 

Shelly Duquette, of the Structural Engineers Association of Oregon, is developing a plan to mobilize structural engineers after an earthquake to assess building damage to people will know whether they are safe to use.

But such preparations are the exception.

Wang attended a tsunami drill in Pacific City a few weeks ago, before departing on a fact-finding trip to Japan. Unlike in a real tsunami, which could occur in the middle of the night without notice, residents were told in advance. They practiced evacuating on a sunny day.

"And in the perfect conditions," Wang said, "they didn't all make it out."

'Families don't know if missing loved ones are dead, arrested or hiding in jungle'

The executive director of a ministry that works with the persecuted church in the northern reaches of Vietnam says he's outraged that a "prophecy" by an American preacher apparently cost the lives of many tribal Hmong people who believed it.

The prediction by Harold Camping, 89, of Oakland, Calif.-based Family Radio, was that Jesus Christ would return to Earth to "rapture" his followers to heaven on May 21.  Camping said mankind had run out of time, and the Creator of the universe would arrive on that Saturday.


The horrific aftermath of the unfulfilled prophecy was reported by James Jacob Prasch, a key leader of Moriel Ministries, which emphasizes the "last days apostasy" discussed in the Bible and ministers to persecuted church members.

The organization describes itself as a "teaching ministry to believers" that brings awareness of issues such as the "social gospel" and ecumenical efforts that "masquerade" as Christianity.

Prasch routinely travels and meets with members of the Christian body worldwide. A recent trip took him to Vietnam, where a large number of the Hmong tribal peoples of the nation's Central Highlands are Christian.

They are referred to in the West as Montagnards.

They had heard of Camping's prophecy and not having sophisticated methods for evaluating its validity, took it literally, he explained.

The result, for many, was death,
Prasch reported in an email to supporters:

After listening to a translation of Camping's prediction 7,000 of these people (known in the West as Montagnards) gathered on a mountain praising God their suffering at the hands of the communist regime was about to end because Jesus was returning that day in May to establish a new kingdom,.

The police and military police slaughtered many of them at gunpoint – beheading two pastors. Others were arrested. I am told by Hmong pastors that so many were shot dead that they were buried in mass graves bulldozed over in an episode that I read about in Britain but did not understand the magnitude of until I got here.

Prasch reported that he spoke to a secret meeting of Hmong pastors to explain to them "false prophets and false teachers."

"Due to a combination of poverty, ignorance and persecution these poor Christians don't understand much so they believed Camping's shortwave broadcast which is how most get their teaching," he said.

Now "their families don't know if their missing loved ones are among the many shot dead, among those arrested and imprisoned, or among those from the 7,000 hiding in the jungle," he said.

"These people already suffering for their faith in Jesus had it bad enough. They are not like the undiscerning whackos in the West who should have known Camping was a crackpot and a proven false prophet and false teacher," Prasch reported. "This is a persecuted church who just had no means to know any different. This is why … I warn so much about false teachers and false prophets."

He continued, "Of course we can blame Satan and the communists but their blood is on the hands of Harold Camping and his Family Radio. Women without husbands, children without parents, husbands without wives."

A WND request of Family Radio for comment did not generate a response.

When Camping's expected rapture did not occur, International Business Times reported Lyn Benedetto of Antelope Valley, Calif., slit the wrist and throat of her two daughters and then slit her own, claiming to prevent them from going through the "Tribulation" on May 21.

A neighbor summoned an ambulance in time for them to be hospitalized.

Upon hearing the story, Camping said, "Murdering is terrible. It is contrary to everything the Bible teaches. That would have been a horrible thing if she has done that. That will make me weep. That will fill me with sorrow that she would do that. The Bible teaches that we are to save life, not kill. If it is going to be death, leave it to God. God knows who He wants to kill and make alive. That is His business, not our business."

Asked if he would take responsibility for such incidents, Camping said no.

"I don't have any responsibility. I can't be responsible for anybody's lives," he explained. "I am only teaching the Bible. I am not teaching what I believe, as if I am the authority. I am just simply teaching what the Bible says. And I don't have spiritual rule over anybody."

WND reported just months ago when authorities in Vietnam harassed hundreds of Christians by scheduling holiday events, then abruptly canceling them without notice.

Montagnard Foundation Director Kok Ksor said at the time the government's actions over the Christmas parties were consistent with how it deals with Christianity in general.

"The government lies like that all the time. They will say that the people have religious freedom and they say they allow people to worship God and that all beliefs are protected by law," Ksor stated.

"That's a lie and the people listen to them. I don't know why," Ksor said.
"It's not the only time. Every year people get hurt because they want to worship God. Now the people can't do anything for fear of the police."

Even earlier, WND reported on a typical attack on the people of the Central Highlands where the Montagnards live.

Dieu Suoi, a Christian, was tortured by police and prison officials. He was arrested in 2005 "because he was a house church Christian who refused to join the official church," the foundation said. He was beaten with batons and shocked, then imprisoned. His health deteriorated in prison, and in 2007, police returned him to his family, who insisted he be hospitalized because he had been beaten so badly they hardly recognized him. Suoi, 30, died two days later.

Prasch said, "Please pray for these people and the work of Moriel Asia branch here among the Hmong. We are trying to get 5,000 outlawed Hmong Bibles printed."

The prediction that Jesus would return May 21 was not the first time Camping made a false prophecy. He similiarly forecast Christ's return in 1994.

"This guy is something else," Richard Myers, the administrator of abibleanswer.org, told WND. "We are calling for the Family Radio board to remove him."

In a posting on Myers' website, he says the board of directors of Family Radio is just as culpable as Camping in the spreading of erroneous information:

In the aftermath of his glaring error, Camping has adjusted his prediction for the end of the world to Oct. 21 of this year.

Court records show that the woman accused of severing her husband's penis and putting it into a garbage disposal had been married only since December and that the couple were planning a divorce, NBC Los Angeles reports.

Catherine Kieu Becker, 48, of Garden Grove, Calif., was scheduled to make a court appearance today on a range of charges, including aggravated mayhem, assault with a deadly weapon and spousal abuse. Bail was set at $1 million.

Becker's 51-year-old husband was listed as in good condition today at a hospital.

He told police that Becker apparently put drugs into his food, causing him to fall asleep. When he awoke, the victim told police, Becker produced a 10-inch knife and cut off his penis.

She then put it into a garbage disposal and turned it on, according to police, NBC reports.

An officer, summoned by her 911 call, says she told police that her husband "deserved it."

A neighbor says is shocked by the incident, adding, "She doesn't look like the type of person who would do something like that."

GARDEN GROVE, Calif. – A Southern California woman was in custody Tuesday after authorities said she drugged her estranged husband, tied him to a bed, cut off his penis and put it through a garbage disposal.

Garden Grove police Lt. Jeff Nightengale said that Catherine Kieu Becker drugged a meal and served it to the victim, whose name was not released, shortly before the attack Monday night.

Nightengale said the 51-year-old man felt sick, went to lie down and lost consciousness. The 48-year-old Becker then tied the victim's arms and legs to the bed with rope, removed his clothes and attacked him with a 10-inch kitchen knife as he awoke, Nightengale said.

"He was conscious when his penis was removed," Nightengale said.

Nightengale said Becker put the penis in the garbage disposal and turned it on.

Becker called 911 and indicated to arriving officers that the victim was in the next room, Nightengale said. Paramedics found him tied to the bed, bleeding profusely.

Bail for Becker was set at $1 million after she was booked at the Orange County Jail for investigation of aggravated mayhem, false imprisonment, assault with a deadly weapon, administering a drug with intent to commit a felony, poisoning and spousal abuse.

The victim underwent surgery and was in serious condition at the University of California at Irvine Medical Center in Orange. Nightengale said the man is expected to survive.

A call to a hospital spokeswoman was not immediately returned.

Becker was taken into custody without incident, although she would not talk to officers, Nightengale said.

Becker is due in court Wednesday. A telephone listing for her residence could not be located and no one was home in the apartment.

Neighbor Lourdes Painter told The Associated Press the couple had been married since December, did not have any children and seemed very quiet. Becker and her husband lived in a second-story condo in the working class complex. Painter lives in the unit below them.

The couple was reportedly in the process of a divorce.

Nightengale said a database search showed no previous calls to the house for any past problems. He didn't know what kind of food the couple ate for dinner.

No private attorney was listed on booking documents. If Becker seeks a public defender, one could be appointed at her first court appearance.

In 1993, Lorena Bobbitt cut off her husband's penis in Virginia. She claimed years of sexual abuse drove her to the attack, and she was acquitted by reason of insanity.

A strong earthquake of magnitude 7.1 off north-eastern Japan has triggered a tsunami warning, reports say.

Japan's meteorological agency issued a warning for the Iwate, Miyagi and Fukushima prefectures, devastated by a huge quake and tsunami four months ago.

The Fukushima nuclear plant is being evacuated as a precaution, NHK TV reports.

More than 14,000 people died as a result of the 9.0-magnitude earthquake and tsunami on 11 March.

Meteorologists warned of a possible tsunami of around 50cm (20in). But NHK reported an actual height of just 10cm (4in) for the surge.

There were no immediate reports of injuries or damage, according to NHK.

And Tokyo Electric Power Company (Tepco), which operates the crippled Fukushima Daiichi nuclear plant, said first reports indicated no fresh problems there.

However, workers were ordered to head for higher ground, as were residents in coastal areas.

The quake hit at 0957 local time (0057 GMT).

The US Geological Survey estimated the depth at 10km (6.2 miles), with the epicentre in the same general area as the March quake.

Airports in the area are reported to be functioning normally.

Japan is one of the world's most seismically active countries. Dozens of strong aftershocks have been felt since the disaster in March, which was the strongest in recorded Japanese history.

Iowa Republican Sen. Chuck Grassley sent a letter to Attorney General Eric Holder Thursday requesting an explanation as to why the Justice Department declined to file charges against a federal prosecutor with child pornography found on his work computer.

The finding against the Assistant United States Attorney (AUSA) was made by the Justice Department’s Office of the Inspector General (OIG).

According to the Inspector General’s report, the AUSA admitted to spending a significant amount of time each day viewing porn at work.

“The OIG conducted an investigation concerning allegations that an AUSA was using his government computer to view inappropriate material on his government computer,” the Grassley letter quoted from the OIG report. “The investigation determined that the AUSA routinely viewed adult content during official duty hours, and that there was at least one image of child pornography recovered on the AUSA’s government computer. The AUSA acknowledged that he had spent a significant amount of time each day viewing pornography.”

Grassley further questioned why the department kept employing the individual for at least two months following the report; what types of cases this AUSA prosecuted; the status of the individual’s pension; and what types of Internet filters the Department now uses.

Last year 33 employees at the Securities and Exchange Commission were found to have viewed pornography on the taxpayer’s dime without receiving harsh discipline. (Justice Department snipes back at Issa, Grassley)

Dear Attorney General Holder:

On May 31, 2011 I received a report from the Department of Justice (DOJ) Office of Inspector General (OIG) in response to a request Senator Coburn and I made to all Inspectors General to provide semiannual reports on closed investigations, evaluations, and audits that were not disclosed to the public.

This report contained what appears to be an inexcusable mishandling of serious allegations against an Assistant United States Attorney (AUSA) which calls into question the DOJ’s internal controls and prosecutorial discretion. The report cites the following OIG investigation of an AUSA:

“The OIG conducted an investigation concerning allegations that an AUSA was using his government computer to view inappropriate material on his government computer. The investigation determined that the AUSA routinely viewed adult content during official duty hours, and that there was at least one image of child pornography recovered on the AUSA’s government computer. The AUSA acknowledged that he had spent a significant amount of time each day viewing pornography. The U.S. Attorney’s Office declined prosecution. Disciplinary action against the AUSA is pending.”

This report relates to OIG investigations from October 1, 2010 through March 31, 2011 and was submitted two months later. As the case for disciplinary action is “pending” as of May 31, 2011, this means that, at the very least, the DOJ has allowed an admitted serial viewer of pornography – possibly child pornography – to serve as an AUSA for two months, if not longer, and has yet to take action. This is simply unacceptable and compounds the questions raised by the fact that this AUSA was found to have “at least one image of child pornography” on his government computer and yet he was not charged with a crime.

Regarding the DOJ’s decisions in this case, I respectfully ask the following questions:

1. Is this individual still employed by the Department of Justice?

a. If so, in what capacity?

b. If not, when did this individual leave employment with the Department of Justice?

i. Was this departure voluntary or were they terminated?

2. Is this individual eligible for a government pension?

a. If so, has the DOJ made any efforts to strip this individual of his or her pension?

i. If so, what efforts have been made?

ii. If not, why not?

3. What types of cases did this AUSA handle?

4. Did the cases this AUSA was assigned to handle ever lead to any interaction with children?

5. Was the decision not to prosecute this individual made by the U.S. Attorney’s Office in which he or she served?

a. If so, did that raise any concerns regarding a conflict of interest?

b. If not, what office made the decision not to prosecute this individual?

6. How was this individual able to evade the DOJ’s pornography filters?

7. Has the DOJ made efforts to upgrade its pornography filters as a result of this individual’s actions?

a. If so, what efforts have been made?

b. If not, why not?
