Oregon Jesuits Face Bankruptcy Lawsuits After Seeking Chapter 11 Protection

An order of Jesuit priests in Oregon faces bankruptcy lawsuits over Chapter 11 protection filings two years ago.

Bloomberg News reports that the same group of people who allege they were sexually abused by the priest filed 37 lawsuits seeking $3.1 million against the order's Oregon Province in U.S. Bankruptcy Court in Portland.

According to the news source, the lawsuits contend that the order paid money to a number of entities before it filed for Chapter 11, when in fact, that money should have been counted as part of the Jesuit's assets.

The order, which covers Oregon, Washington, Alaska and Montana, reportedly filed for Chapter 11 after paying out about $25 million in sexual abuse lawsuit settlements between 2001 and 2009. The lawsuits reportedly were brought against several church-related groups including Gonzaga University in Spokane.

When the order filed for Chapter 11 in 2009, more than 150 sexual abuse lawsuits were still pending, according to the news agency. There are now more than 500 people reportedly seeking damages.

The National Catholic Reporter said that at the time of the Chapter 11 filings, the Oregon Jesuits stated it had $4.8 million in assets and $61.8 in liabilities.

SAN JOSE, Calif.—A Northern California man ordered to stand trial for assaulting a Catholic priest he has said molested him and his younger brother more than three decades ago has pleaded not guilty.

Will Lynch of San Francisco reentered his plea Tuesday to one felony count of assault for allegedly beating 65-year-old Jerold Lindner at a Jesuit retirement home in Las Gatos.

The 43-year-old Lynch also pleaded not guilty to the May attack in December, but needed to do so again because a Santa Clara Superior Court judge ruled this month that prosecutors had enough evidence for a trial.

He has said he wants a trial so he can raise awareness about clergy abuse.

Lindner has denied molesting the brothers.

Lynch's defense lawyer, Pat Harris, says the case is on track for a June trial.

After reading the documents, which the NYTimes has helpfully placed online, I am left with the feeling that Murphy clearly understood that the church was more bothered about its reputation than the children.

I am also left wondering how the Vatican’s representative who interviewed him over the allegations didn’t just give him a good thumping right there and then?

In my opinion, when Pope Bene-dickhead the sick-teenth visits the UK later this year…

Vatican canon law adviser Edward Peters has criticized Governor Andrew Cuomo for receiving Communion. The Daily News reports that because Cuomo has a live-in girlfriend and holds certain political views, Peters said the act of receiving communion at Mass the day after his inauguration was "gravely sacrilegious." Peters, who was talking to CNSNews, also criticized Bishop Howard Hubbard for administering the Communion and praising Governor Cuomo. You'd think Peters would let this slide, but where does it say anything about forgiveness in the Bible?

Here's the skinny on all the sins:

Cuomo went to the Mass with his three daughters from his first marriage and his "live-in girlfriend," Lee, host of the Food Network program Semi-Homemade Cooking With Sandra Lee.

In his sermon, Hubbard praised Cuomo and Lt. Gov. Robert Duffy, who was at the Mass with his wife.



But Peters, a consultant to the Vatican's highest court, said the bishop was wrong to do so.



Hubbard's remarks, he said, constituted "a failure in pastoral care," largely for what he "did not say, than for what he did say."

Peters must approve of the fact that Sandra Lee's show is called Semi-Homemade Cooking. It's only fair that a live-in girlfriend calls the place she lives a "semi-home."

If Governor Cuomo and his team attempt to hit back at the Vatican, they will have scant luck. Just try to dig up dirt on those guys, they are as clean as it gets.

The popular Mayor Michael Bloomberg achieved another success with the 36-12 New York City Council vote to now ban smoking in 1,700 parks and 14 miles of public beaches plus boardwalks, marinas and pedestrian plazas like the one in the heart of Times Square. This is a passing that keeps in line with the 2003 ban of smoking in NYC bars and restaurants.


Mayor Michael Bloomberg said:


"This summer, New Yorkers who go to our parks and beaches for some fresh air and fun will be able to breathe even cleaner air and sit on a beach not littered with cigarette butts."



Council Speaker Christine Quinn continues:


"The statistics don't lie: Secondhand smoke kills. With this bill, all New Yorkers can now breathe easier and breathe cleaner air."



The expanded smoking ban will give the city's Parks Department the power to slap violators with quality-of-life summonses, which are tickets for minor offenses like panhandling or public urination that typically carry fines of under $100.


Sheelah Feinberg, executive director of the NYC Coalition for a Smoke-Free City adds:


"Thanks to this policy, public spaces intended for outdoor recreation will now be available for use in the healthy manner they were intended."



Former Commissioner T. Frieden said in 2009:


"As a result of our comprehensive anti-tobacco campaign including increased taxes, smoke-free laws, anti-tobacco advertising, and help quitting, 1,300 fewer New Yorkers were killed by tobacco in 2007 than in 2002. This included 800 fewer fatal heart attacks and strokes, 200 fewer cancer deaths, and 250 fewer deaths from lung disease. Similar progress on a national level would save millions of lives."



So what does legislation look like right now around the world?


A 2006 smoking ban in Buenos Aires prohibits smoking in public areas including bars and restaurants except if the bar is more than 100 m2 where it is possible to provide an area for smoking customers. Similar bans in other Argentine cities require bigger establishments to provide a separate, contained area for smoking customers. The rule is not nationwide.


Italy was the fourth country in the world to enact a nationwide smoking ban. Since 2005 it is forbidden to smoke in all public indoor spaces, including bars, cafés, restaurants and discos. However, special smoking rooms are allowed. In such areas food can be served, but they are subjected to strict conditions: they need to be separately ventilated, with high air replacement rates; their air pressure must constantly be lower than the pressure in the surrounding rooms; they must be equipped with automatic sliding doors to prevent smoke from spreading to tobacco-free areas; they may occupy at most 50% of the establishment. Only 1% of all public establishments have opted for setting up a smoking room.


Syrian smoking is banned inside cafes, restaurants and other public spaces by a presidential decree issued late 2009 and came in to force April 2010. Syria was the first Arab country to introduce such a ban. The decree also outlaws smoking in educational institutions, health centers, sports halls, cinemas and theatres and on public transport.

Finally, the Vietnamese government has banned smoking and cigarette sales in offices, production facilities, schools, hospitals, and on public transport nationwide. Smoking was banned in enclosed indoor spaces and public facilities in Ho Chi Minh City in 2005 with the exception of entertainment areas. A ban has also been imposed on all forms of advertisement, trade promotion, and sponsorship by tobacco companies, as well as cigarette sales through vending machines, or over the telephone and on the Internet.

Resolution condemning church appealed to U.S. Supreme Court

ANN ARBOR, Mich. – Two San Francisco residents and the Catholic League for Religious and Civil Rights filed a petition with the U.S. Supreme Court Feb. 15 asking that it reverse a federal appeals court decision that upheld the constitutionality of a San Francisco Board of Supervisors resolution strongly critical of the Catholic Church.



The resolution, adopted March 21, 2006, refers to Vatican ruling as “meddling” in the affairs of the city and calls the church‘s teaching on homosexuality “insulting to all San Franciscans.” Sparked by a Vatican ruling that Catholic Charities could not place children for adoption with same-sex couples, the resolution urged the archbishop and Catholic Charities to defy the Vatican directive.



The 9th U.S. Circuit Court of Appeals upheld a lower court ruling that the resolution was constitutional.



The appeal, filed by the Thomas More Law Center, argues that the resolution was a violation of the Establishment Clause of the First Amendment to the Constitution.

(CNSNews.com) – In receiving communion at a Mass offered by the Roman Catholic bishop of Albany, NY, that state’s governor, Andrew Cuomo, who supports abortion, gay marriage, and lives with his girlfriend, committed an “objectively sacrilegious” act that “produces grave scandal,” according to Dr. Edward Peters, a top expert in Catholic Church law and a consultant to the highest court at the Vatican.

Peters specifically cited Cuomo's cohabiting with Food Network hostess Sandra Lee as "publicly acting in violation of a fundamental moral expectation of the Church," and that "as long as he persists in such conduct, he should refrain from taking Holy Communion" and "if he approaches for Holy Communion, he should be denied the august sacrament in accord with Canon 915."

Canon 915, from the Church's Code of Canon Law, says that persons “who obstinately persist in manifest grave sin, are not to be admitted to holy communion.”

In addition, based on the news reports of the Mass and the sermon given by Bp. Howard Hubbard, the bishop’s remarks constituted “a failure in pastoral care,” said Peters, largely for what the prelate “did not say, than for what he did say.”

“Bp. Hubbard, faced with a prominent Catholic leader of whom, it may be fairly said, there are ‘great expectations,’ did not challenge the governor to begin his reform of the state with a reform of his person,” said Peters.

CNSNews.com spoke by e-mail with Dr. Peters,  who was appointed by Pope Benedict XVI last year as a referendarius (consultant) to the Apostolic Signatura, the Church’s highest administrative tribunal, itself subject only to the Pope and under the direction of Cardinal Raymond Burke, the archbishop emeritus of St. Louis, Mo.

Peters’ comments concerning Gov. Cuomo, a Catholic and a Democrat, were made in reference to Canon Law, the administrative and moral law of the Church, and the Catechism, the teaching of the Church.

Back on Jan. 2, the Times Union of Albany  and the New York Daily News reported on Cuomo’s attendance at the Mass that day, which took place at Albany’s Cathedral of the Immaculate Conception.

As reported and photographed in the Daily News, Governor Cuomo went to the Mass with his three daughters (from his first marriage) and his “live-in girlfriend,” Sandra Lee, author and host of the Food Network program Semi-Homemade Cooking with Sandra Lee.  They sat in the front pew of the church.

Gov. Cuomo’s relationship with Lee – he lives in her house in Westchester County, NY – has been widely reported on by The New York Times, New York Post, USA TodayNew York Daily NewsNBC News,  and many other media.

Bp. Hubbard, who oversees the diocese of Albany, offered the Mass and gave the homily (sermon), in which he praised Cuomo and Lt. Gov. Robert Duffy, who also attended the Mass with his wife.

After the homily, the main ritual of the Mass – sacrificial prayers and distribution of holy communion – was performed, Cuomo, as the Daily News reported, “the divorced son of former Gov. Mario Cuomo, who was once chastised by Catholic leaders for his support of abortion rights, calmly received Holy Communion. Lee walked in line for Communion with him.”

As noted, Canon Law 915 states that persons “who obstinately persist in manifest grave sin, are not to be admitted to holy communion.”  In addition, the Catechism, section 2390,  states that “in a so-called free union, a man and a woman refuse to give juridical and public form to a liaison involving sexual intimacy. … The expression covers a number of different situations: concubinage, rejection of marriage as such, or inability to make long-term commitments. All these situations offend against the dignity of marriage; they destroy the very idea of the family; they weaken the sense of fidelity. They are contrary to the moral law. The sexual act must take place exclusively within marriage. Outside of marriage it always constitutes a grave sin and excludes one from sacramental communion.”

Writing about the Cuomo-Lee relationship on his canon lawyer’s blog on Jan. 4, Dr. Peters wrote, “Andrew Cuomo, governor of New York, and Sandra Lee, a television celebrity, live in what is known technically as public concubinage. The fact that both Cuomo and Lee are divorced renders the concubinage adulterous on both sides as well.”

The lifestyle adopted by Cuomo and Lee, Peters continued, has serious consequences under Canon 915 for the reception of holy communion.

CNSNews.com asked Peters by e-mail, “Is Gov. Andrew Cuomo living in a ‘free union’ (Catechism 2390) with Sandra Lee -- in the objective order – ‘contrary to the moral law’ and does this behavior ‘always constitutes a grave sin and excludes one from sacramental communion’? (2390)”

Peters answered, “Yes. There is no dispute about this one, whatsoever. The governor, with complete freedom, is publicly acting in violation of a fundamental moral expectation of the Church. On these facts alone, his taking holy Communion is objectively sacrilegious and produces grave scandal within the faith community.”

“As long as he persists in such conduct, he should refrain from taking holy Communion in accord with Canon 916.  If he approaches for holy Communion, he should be denied the august sacrament in accord with Canon 915.”

Before he was elected governor of New York in November, Andrew Cuomo was the attorney general for the state. He was the secretary of Housing and Urban Development under President Clinton. His marriage to Kerry Kennedy was from 1990 to 2003, ending in divorce. That marriage produced three daughters: Cara, Michaela and Mariah.

As New York’s governor, Cuomo has put forth a variety of public policy initiatives, many of which are detailed in the document, Andrew Cuomo, The New NY Agenda: A Plan for Action.

In his Plan for Action, Cuomo calls for putting same-sex marriage on the same legal ground as heterosexual marriage. He also defends abortion and calls for its expansion under the Reproductive Rights Act.

Direct abortion,  homosexual behavior,  and same-sex marriage are all contrary to the teachings of the Catholic Church.

In Plan for Action, it states, “Marriage equality is a question of principle and the State shouldn’t discriminate against same-sex couples who wish to get married. Barring marriage equality denies same-sex couples and their families over 1,000 federal and 700 state rights and responsibilities. … As Governor, Andrew Cuomo will not stand for such discrimination. He will fight to make sure all couples have equal marriage rights under the law.”

In the section “Protect Reproductive Rights,” it says, “Andrew Cuomo will continue to vigorously protect a woman’s right to choose and will fight for passage of the Reproductive Rights Act …. A woman facing an unplanned or problem pregnancy should have the opportunity to make the best decision for herself and her family, whether her decision is continuing the pregnancy, adoption, or abortion."

With those policy positions in mind, CNSNews.com asked Dr. Peters, “Does Gov. Andrew Cuomo’s public policy of supporting abortion and passage of the Reproductive Rights Act constitute -- in the objective order – ‘persevering in manifest grave sin’ and should Cuomo therefore not ‘be admitted to holy communion?’”

Peters said, “I would want experts on New York law and politics to verify a few facts here, but based on what is widely reported about the governor’s consistent support for abortionism in New York, I see no other way to interpret his abortion-related conduct except as sufficient to warrant withholding of holy Communion from him under Canon 915.”

As for Cuomo’s support for homosexual marriage, CNSNews.com asked Peters, “Does Gov. Andrew Cuomo’s public policy of equal marriage rights under the law for same-sex couples constitute -- in the objective order – ‘persevering in manifest grave sin’ and should Cuomo therefore not ‘be admitted to holy communion?’”

Peters answered, “Canon 915 requires the demonstration of certain facts in order for the obligation to withhold holy Communion from a member of the faithful to apply. Among the facts that need demonstration are that the action be objectively ‘gravely sinful’ and that the conduct be ‘obstinate.’”

“As for the objective wrongness of policies that treat homosexual unions as if they were the same thing as “marriage” (whether natural or sacramental marriage, it doesn’t matter), that depends on the actual wording of the policies of course, but, in general, such polices tend to distort the character of a basic human institution and therefore damage society,” said Peters.  “It is, of course, wrong for public officials to lend support to programs that damage the foundations of the very societies they govern.”

“As for whether Cuomo’s conduct is ‘obstinate,’ again, it depends on the degree of real understanding that the governor has regarding the scope of his policies -- and never underestimate how little adult Catholics today know about natural law or Church teaching -- but ascribing to homosexual unions the same characteristics that have long been associated only with ‘marriage’ is a pretty basic error,” said Peters. “In any case, if the governor wants a reliable refresher session on what human history and Church teaching regard as ‘marriage,’ he can easily secure one.”

Cardinal Raymond Burke, who heads the highest court at the Vatican and to which Peters serves as an adviser, chastised Catholics who support abortion and same-sex marriage. As CNSNews.com reported in October, Cardinal Burke said, “We find self-professed Catholics, for example, who sustain and support the right of a woman to procure the death of the infant in her womb, or the right of two persons of the same sex to the recognition which the State gives to a man and a woman who have entered into marriage. It is not possible to be a practicing Catholic and to conduct oneself publicly in this manner.”

Arbp. Burke also said that Catholics in public life “who persistently violate the moral law” on abortion and homosexual marriage “lead many into confusion and or even error,” which does the “gravest harm to our brothers and sisters and, therefore, to the whole nation.”

Burke added that, as a discipline for such actions, the Church will withhold Communion “to those who persist, after admonition, in the grave violation of the moral law.”

In 2004, Burke said he would not give holy communion to then-presidential candidate John Kerry (D-Mass) because of his pro-abortion views. Burke stated in 2009 that Health and Human Services Secretary Kathleen Sebelius “has publicly and repeatedly betrayed her Catholic faith” and should not present herself for holy communion because “she obstinately persists in serious sin,” namely her long-term support for abortion.

At the Jan. 2 Mass in Albany, the Times Union reported that, in his homily, Bp. Hubbard said the following about Gov. Cuomo and Lt. Gov. Duffy: "They, over the next four years, will be deeply immersed in the work of evangelism by bringing about the transformation of our state and our society and we assure them of our prayers, of our support and of our best wishes for challenges they will face."

CNSNews.com asked Dr. Peters, “In expressing ‘support’ for Gov. Cuomo and Duffy and ‘the challenges they will face’ is Bishop Hubbard -- in the objective order -- creating scandal given Cuomo’s policies in support of same-sex marriage and abortion?’”

Peters said,Based on the reports I’ve seen, Bp. Hubbard’s homily was, I think, a failure in pastoral care, but more for what he did not say, than for what he did say.”

“Bp. Hubbard, faced with a prominent Catholic leader of whom, it may be fairly said, there are ‘great expectations,’ did not challenge the governor to begin his reform of the state with a reform of his person,” said Peters. “The bishop did not, it seems, allude to the fact that the higher one goes in public service, the more rigorously one must examine one’s conscience. When discrepancies between principle and practice are found -- as such failings will be found in everyone of us -- it is incumbent on us to bring our behavior into line with right reason, and for that matter, with Church teaching. Christ’s help will not be lacking.”

“The bishop was right to promise his prayers and best wishes for Cuomo, of course, and, in an ironic way, he was even right about the governor’s being deeply immersed in evangelism,” said Peters.  “A Catholic in major public office cannot not be a prominent example to others of how a Catholic lives the Gospel. That is the essence of evangelism.”

“The question is not, therefore, whether the governor will be an example to others,” said Peters, “the question is, what kind of example will Cuomo be?”

CNSNews.com sent several e-mails to and spoke with the press office of Bp. Hubbard in the Albany Diocese for a response to the issues raised in this news story.  The diocese did not respond.

LONDON — Five hundred years ago, the Catholic Church had a simple way of dealing with witches: It burned them alive. The Vatican still views these broom botherers as a danger, but is now calling on Catholics to eliminate the neo-pagan problem in a more moderate manner.

According to a new booklet from the Catholic Truth Society — the U.K. publishers for the Holy See — the faithful can convert Wiccans by following a few simple steps. The pamphlet, titled “Wicca and Witchcraft: Understanding the Dangers,” suggests that Catholics spark up conversations with these unbelievers about shared concerns such as the environment, The Telegraph reports.

And if you bump into a witch in a bar or coffee shop, the book adds, it’s important to recognize that “Wiccans are on a genuine spiritual quest,” providing “the starting point for dialog that may lead to their conversion.”

The booklet’s author, former Wiccan Elizabeth Dodd, states that nearly 70 percent of people indulging in witchcraft are young women seeking some kind of spirituality, according to the Daily Mail. The source of that statistic isn’t clear, but some 7,000 Brits identified themselves as Wiccans in the 2001 census.

So why does the Vatican once again feel that it needs to confront pagan practitioners? The Daily Mail says that the church is afraid the dark arts are becoming ever more tempting thanks to the success of Harry Potter. Dodd says that any youngster who dabbles in magic risks long-term problems.

“Whether spellwork is effective or not,” writes Dodd, according to The Telegraph, “has no bearing on the psychological damage that can be done to a young person who is convinced that they have summoned the dead, or have performed a spell that has hurt or injured another.”

More important, Dodd adds that the simple act of experimenting with spellcraft is an insult to the Almighty. “The use of magic, the practice of witchcraft, offends God because it is rooted in our sinful and fallen nature,” she writes. “It attempts to usurp God.”

A Catholic bishop in Tunisia expressed fear of growing Islamic extremism in the area after a 34 year-old Polish missionary priest was found brutally killed on Feb. 18.

As local protests took place in the wake the murder, Archbishop Lahham Marun Elias of Tunis told Vatican Radio on Feb. 19 that he believes “an Islamic movement” directed against “all non-Muslims” is growing in influence within the country.

The body of Fr. Marek Marius Rybinski – a Polish Salesian missionary – was discovered last Friday in the parking lot of the local Salesian school, which is located in the Tunis suburb of Manouma. Although the Associated Press reported that his throat was slit, the Vatican-based Fides news agency stated that the priest was beheaded. 

Over the weekend, hundreds participated in demonstrations including students from the school and their parents, who mourned the priest's untimely death and brought photographs, cards and flowers to the school in remembrance. On Feb. 18, Archbishop Lahham presided over a Mass in honor of Fr. Rybinski at the Cathedral of Tunis.

In an interview with Vatican Radio broadcast after the Mass, Archbishop Lahham recounted the incidents leading up to the murder. He reported that several weeks ago the local Salesian Fathers had received a threatening letter written in excellent French. The correspondence was addressed to “the Jews,” demanded money and threatened to kill everyone in the house if they failed to cooperate.

The archbishop said the letter was signed “with a Nazi swastika,” and explained “for the ordinary people” in the area, “if you are not a Muslim you are a Jew.” He recalled a recent demonstration in front of the local synagogue in which an Islamic group “told the Jews to leave because the army of Muhammad was on the way. ”

He went on to say that Fr. Rybinski, who served as a bursar for the community, departed from the mission house around noon on Feb. 17, leaving his car at the mission. The next day, “we found the computer in his room turned on. We therefore believe that someone called him with an excuse to get him to leave the house.”

“That person kidnapped Fr. Rybinski,” the archbishop said, “and then killed him the next day. His body was found in a warehouse at the school. The murderer, or murderers, are people who are familiar with the buildings, because the warehouse is hidden behind the school, and they also knew that Fr. Rybinski had the keys.”

“I saw his body at around 1:00 p.m. before the blood was coagulated, a fact confirmed by the coroner. So the murder took place a few hours before.”

Archbishop Lahham said that police have increased the number of guards in front of local churches in order to protect them. He added that the Tunisian government has assigned blame for the murder to a “group of extremist terrorists,” underscoring that until recently, Tunisia has traditionally been a country of peaceful co-existence between cultures and religions.

Former ICE intelligence chief is among immigration agents under investigation

Several agents with U.S. Immigration and Customs Enforcement, including the former head of the agency's intelligence office, are subjects of an internal inquiry into alleged personal misconduct, sources say.


James M. Woosley, who was ICE's assistant director for intelligence, was relieved of his position, according to a Department of Homeland Security official who spoke on the condition of anonymity because the probe is ongoing. Several other mid- to low-level ICE employees are also subjects of the investigation. The probe surrounding Woosley has to do with travel receipts and a subordinate, sources said.


Woosley's departure precipitated a shuffle of ICE leadership, with a new intelligence director and a new chief of immigration enforcement and removal operations quickly named. ICE officials announced the changes to employees earlier this month.


ICE spokesman Brian P. Hale said the agency and the Department of Homeland Security's inspector general initiated the probe of alleged misconduct "involving a small number of employees," but he declined to comment further until the investigation is complete.


"Agency programs are unaffected by the investigation, and the office in question will continue normal operations," Hale said in a statement.


Woosley could not be reached for comment.


The personnel changes came about a week before two ICE agents based at the U.S. Embassy in Mexico City were shot Feb. 15 as they drove to the capital from Monterrey in northern Mexico. One agent, Jaime Zapata, died from his injuries. Funeral services were held Tuesday in Texas, and Homeland Security Secretary Janet Napolitano, U.S. Attorney General Eric H. Holder Jr. and ICE Director John Morton attended.


Woosley worked in federal law enforcement for 28 years, mostly with the former Immigration and Naturalization Service, according to his biography, which has been removed from ICE's Web site. He had assignments in Washington, El Paso, Los Angeles, Tucson and Phoenix, as well as attache offices in South and Central America.


Before he was appointed in June 2009 to lead ICE intelligence efforts, Woosley directed the agency's Arizona field intelligence group in Tucson. Earlier posts included a stint as ICE's interim director for intelligence and INS deputy assistant commissioner for intelligence.


At a special hearing before the House Intelligence Committee in August 2006, Woosley testified about an intelligence-gathering program that gleaned information from hundreds of thousands of immigrants detained annually by ICE. The information was shared with the FBI, the intelligence community and other federal agencies.


James M. Chaparro has replaced Woosley as ICE intelligence chief. Until recently, Chaparro ran the agency's enforcement and removal operations. According to his biography, he previously served as deputy undersecretary for operations at the Homeland Security office of intelligence and analysis.


Last March, Chaparro came under fire for a leaked memo he wrote shortly after taking over the agency's detention and removal operations. The internal e-mail, made public by The Washington Post, outlined tactics to increase deportation numbers, including the use of quotas.


Gary Mead replaces Chaparro as the head of enforcement and removal operations. Mead retired from ICE in 2008 and became a criminal justice and immigration consultant, but returned in November 2009 to the agency.
