A four-minute video montage of “hate tweets” on YouTube directed at Sarah Palin and calling for her death is creating outrage on the Internet. The video was posted on Tuesday, before President Barack Obama’s Wednesday address calling for unity in the wake of the Tucson shooting rampage, which killed six and injured Rep. Gabrielle Giffords and 12 others.

According to Fox News, “attempts to reach some of the Twitter users who posted the messages were unsuccessful.”



Twitter’s terms of service advise that “we may not monitor or control the content posted via the services and we cannot take responsibility for such content.”



One of the many posters responding to the video stated: “Such hate and yet the left feels totally justified in putting the blame on others for one idiot’s action.”



Examiner.com observed: “Will this get condemned over at the DemocraticUnderground, or ThinkProgress? Maybe.



“Will they make as big a stink as they do about Glenn Beck or Rush Limbaugh, and call on YouTube to pull the video and perhaps implore Twitter to pull the Twitter accounts? Unlikely they make that much noise, but it would be nice if they did.”

A recent Vatican synod of bishops, called to discuss the situation in the Middle East, has stirred Israel’s fears. Although recent popes have attempted to reach out to the Jews, they are still wary. Centuries of persecution by dozens of popes are not easily forgotten. One writer in the Israel National News of October 24 focused on a statement in the final document of the synod: "Recourse to theological and biblical positions which use the Word of God to wrongly justify injustices is not acceptable."

This was in the context of admonishing Israel to commit "to a sincere, just and permanent peace." Elsewhere in the document the synod expresses "hope that the two-State-solution might become a reality and not a dream only," and, that the UN would take "the necessary legal steps to put an end to the occupation of the different Arab territories." The Israel National News reporter comments: "The Catholic church in recent years has been trying to overcome centuries of anti-Semitism and proof that it exploited the Holocaust to try to convert Jews who were saved." He is referring to recent revelations that, while the Vatican claimed to have intervened and saved many Jews from Hitler’s gas chambers, in reality, it did so to convert them to Catholicism. Babies, in particular, who were saved, were baptized and placed with Roman Catholic families and never told of their Jewish heritage.

The tenor of the final document is clearly in favor of the Palestinians as victims of "occupation" and denied "justice." Little mention is made of the relentless Palestinian attacks on Israel and their constant demand that the only "just" solution that they will accept is the elimination of Israel.

This belief is the spark that has ignited centuries of persecution of the Jews. "Christ killers" was the cry of the crusaders who slaughtered thousands of Jews on their way to liberate Jerusalem from the Muslim infidels. Hitler’s "final solution" to the "Jewish problem" was partly inspired by this attitude.

The sordid history of the Vatican’s persecution of the Jews has been all but eliminated from modern history books. But modern Israel remembers and is not about to let the recent sweet talk from the Vatican fool them. They know that millions of Jews have died at the hands of popes and tyrants motivated by Satan’s determination to eliminate them.

They also know that the pope is an additional enemy with eyes fixed on Jerusalem. Not only is it holy to Judaism and Islam, the Vatican is also maneuvering behind the scenes to gain control of it. Rome’s expressed solution to the problem of Jerusalem is to internationalize it under UN jurisdiction. The popes’ cozy position with the UN would, presumably, give them a part in ruling the city. Many details of this history of the Vatican against the Jews have been preserved in the accounts given by ex-Jesuit Alberto Rivera. The Alberto series of Crusader Comics by Chick Publications pulls together some of the facts behind Roman Catholicism’s historic attempts to eliminate the Jews and substitute itself as the "people of God."

The Jesuits have been the Vatican’s "special forces" over the centuries in the attempt to solve the "Jewish problem." Edmund Paris’s book, The Secret History of the Jesuits, also contains a detailed account of their maneuverings over the years.

In hopes of making it easier to visit government websites and improve consumer trust in Internet shopping sites, the federal government has proposed an identity-authentication system for the Internet. But Craig Parshall, who oversees the communications and media efforts of NRB, does not foresee the system reaping positive effects.


"I see this as one more example of massive federal overreach to control and regulate not only the Internet, but the way in which Americans can get in and out of websites, e-mail, and every other platform on the Internet," the Christian attorney and author and explains.



According to a report in The Globe and Mail, the proposed structure for "the National Strategy for Trusted Identities in Cyberspace" would be overseen by an office within the Commerce Department, which is in partnership with the Department of Homeland Security. The voluntary program would assign Internet users a single account that would allow them to interact with multiple websites and government services, eliminating the need for consumers to keep track of usernames and passwords. Parshall, however, is skeptical.


"We have seen repeated attempts by this current administration to justify massive control over communication platforms -- whether it's broadcast platforms or the Internet -- by saying they want us to have an easier life and have more efficient use of information systems," Parshall notes.



So even though the up-sides may sound nice in theory, he concludes that such a system only "increases the muscle that the federal government has over our individual lives."

Michael Youssefcolumnists archives buttonOver the weekend, our nation was shocked and horrified by yet another senseless shooting. This time it was in Tucson, Arizona, where an attack on a fine congresswoman left her hovering between life and death. Six others were killed and many more were injured. Among the dead are a federal judge and a beautiful nine-year-old girl. Anyone who was not moved to tears by these horrific acts has surely lost their senses.

It came as no surprise to me that, immediately after the shooting, the liberal media jumped on the bandwagon with accusations. Because the congresswoman was a Democrat, members of the press surmised that the shooting had to be an act of "right-wing extremist groups."

 

Why didn't they wait to comment until they had examined the psychological history of the young gunman?  What about evidence of occult worship found in his home?  Why was it okay to immediately and emotionally target a group of people without all of the facts?

 

There is something else they have overlooked. Those who are fighting so strongly to have God removed from our culture do not realize that when God is kicked out of public life, He will not be replaced with "nothing." Instead, Satan and his demons are hard at work and are waiting with baited breath for the vacuum created by God's name being evacuated from a society.  The void that remains will not be empty; it will be occupied by Satan and his minions.

 

Along with that is an even greater problem. We are bereft of godly leaders who can articulate ancient wisdom that goes back all the way to Old Testament times. Even if I were not a believer in Jesus Christ, I would want God's presence and God's blessings on this nation. If I were an agnostic, I would want to throw my lot with those who love peace and hate evil.

 

Sadly, the ACLU and all of their supporters are unwittingly inviting evil to replace the goodness of God and the fringe benefits that His blessings bring on all people -- believers and non-believers alike. Will our nation's leaders have an awakening before society is completely plunged into bloodshed and grief? May it be so!

Fort Yates Man Pleads Guilty to Child Abuse

BISMARCK, ND—United States Attorney Timothy Q. Purdon announced that on January 13, 2011, Gabriel L. Martin, 29, of Fort Yates, North Dakota, pled guilty before United States District Court Judge Daniel L. Hovland to a charge of child abuse in Indian country.

In February 2010, Martin struck a child with a boot multiple times in the buttocks, lower back, and thigh area, causing significant bruising to those areas of the child’s body.

The matter came to attention of authorities when the child came to school with noticeable bruises, and school officials contacted medical personnel and law enforcement. The charge of child abuse in Indian country carries a mandatory minimum sentence of 10 years in federal prison and a statutory maximum penalty of life in federal prison. The charge carries a maximum fine of $250,000.

The case was investigated by the Federal Bureau of Investigation, Bureau of Indian Affairs - Standing Rock Agency, and Dakota Children's Advocacy Center. Sentencing for Martin has been scheduled for April 7, 2011, in United States District Court in Bismarck, North Dakota, at 1:30 p.m.

Assistant United States Attorney Rick Volk is prosecuting the case.

Global freedom declined for a fifth straight year in 2010 as authoritarian regimes dug in worldwide and crime and unrest plagued democracies like Mexico, a US watchdog said Thursday.


In "Freedom in the World 2011" the Washington-based Freedom House said it had documented the longest continuous period of decline since it began compiling the annual index nearly 40 years ago.


"A total of 25 countries showed significant declines in 2010, more than double the 11 countries exhibiting noteworthy gains," the group said.



"Authoritarian regimes like those in China, Egypt, Iran, Russia, and Venezuela continued to step up repressive measures with little significant resistance from the democratic world," it said.


The recent decline "threatens gains dating to the post-Cold War era in Africa, Latin America, Asia and the former Soviet bloc."


The report classifies countries as free, partly free or not free based on individuals' ability to exercise political and civil rights, taking into account political systems and other factors like war and crime.


Mexico, which along with Ukraine, Djibouti and Ethiopia saw its status decline, moved from free to partly free "as a result of the government's inability to stem the tide of violence by drug-trafficking groups," it said.


More than 30,000 people have been killed in drug-related violence in Mexico since 2006, when the newly-elected President Felipe Calderon launched a massive crackdown on cartels.


Ukraine's demotion, also from free to partly free, owed to "deteriorating levels of press freedom, instances of election fraud and growing politicization of the judiciary," the Freedom House report said.


The Middle East and North Africa continued to lead the world in lack of freedom following a "multi-year decline from an already-low democratic baseline," the group said.


"This should be a wake-up call for all of the world's democracies," said Freedom House director David Kramer, who served as assistant secretary of state for democracy and human rights under former president George W. Bush.


"Our adversaries are not just engaging in widespread repression, they are doing so with unprecedented aggressiveness and self-confidence, and the democratic community is not rising to the challenge."


Elliot Abrams, who served as the point man for Bush's high-profile efforts to promote democracy beginning in 2005, faulted the current administration for not linking human rights to bilateral relations.


"What penalty is imposed on the dictator when he closes newspapers or arrests opposition leaders? That's really the question. Otherwise it's just speeches and they will ultimately be ignored," he said at a public event for the release of the report.


But Michael Posner, the current assistant secretary of state for democracy, human rights and labor, said such issues were a central part of the administration's foreign policy, though not always in a public way.


"We are very much engaged in a very serious set of discussions" with several major countries criticized in the report, he said at the same event.


"Human rights issues are very much part of that agenda. We are making it explicitly clear."


Posner admitted, however, that there were limits to what the United States could do in the way of pressuring even friendly governments like Egypt, saying: "It is very difficult to force change from outside."


The US ally was listed as not free following 2010 legislative elections that Freedom House said were marred by "credible allegations of fraud, widespread repression and severe restrictions on opposition candidates."


The number of countries designated as free in 2010 stands at 87, two fewer than the previous year, and represents 45 percent of the world?s 194 countries and 43 percent of its population, according to the index.

Police agencies around the USA soon could have a new tool in their crime-fighting arsenal: unmanned aircraft inspired by the success of such drones on the battlefields of Iraq and Afghanistan.

Local governments have been pressing the Federal Aviation Administration for wider use of unmanned aerial vehicles, or UAVs — a demand driven largely by returning veterans who observed the crafts' effectiveness in war, according to experts at New Mexico State University and Auburn University. Police could use the smaller planes to find lost children, hunt illegal marijuana crops and ease traffic jams in evacuations of cities before hurricanes or other natural disasters.

The FAA is expected this year to propose new rules for smaller unmanned aircraft, a process that will include input from the public, says FAA spokesman Les Dorr. The agency also is talking with the Justice Department and national law enforcement groups "about possibly trying to streamline the process of applying for certificates of authorization" to operate such planes, he says.

Drones have flown in the USA for several years but have been limited to restricted airspace and to portions of the borders with Canada and Mexico.

The FAA authorized the Physical Science Laboratory at New Mexico State University to research the issues involved. "We're extremely interested in being able to pave the way to integrate unmanned aircraft into the civil airspace," says Doug Davis, deputy director of the Technical Analysis and Applications Center at NMSU.

Davis says UAVs range in size from 15 ounces to 34,000 pounds and a wing span bigger than a Boeing 737.

One of the chief obstacles to widespread use of UAVs is their inability to "see and avoid" other aircraft as required by federal regulations, a key to flight safety. Davis says he believes operators on the ground can comply with federal rules if they can see the aircraft and the surrounding environment. Wesley Randall, principal investigator on an FAA grant awarded last year to researchers at Auburn University to study the risks associated with unmanned aircraft, predicts drones will be used by police departments in five to 10 years. Randall predicts that much larger unmanned aircraft will be used to transport cargo within 15-20 years.

No local police departments have been authorized to use unmanned aircraft, although police departments in Houston and Miami have conducted field tests of such planes, Dorr says.

The Miami-Dade Police Department has tested two 18-pound UAVs equipped with a camera for about 18 months, Sgt. Andrew Cohen says. The department has been licensed to operate the craft up to 200 feet in the air, but the drone must remain within 1,000 feet of the operator.

Cohen says the department wants to use the craft to reduce risks to manned aircraft or personnel in circumstances involving a hostage situation or a barricaded suspect. "It's an opportunity to increase safety for the officers," Cohen says.

DALLAS (CBSDFW.COM) – Court has become a deterrent instead of detention for some North Texas students.

The social and economic group Texas Appleseed collected five years worth of data from 22 districts across the state and found young students, including a six year old in Dallas, who received class C misdemeanor tickets for things like disrupting class, leaving school early and school yard brawls that didn’t include weapons.

“Dallas ISD was one of the districts that had a very large number of elementary school students that were issued class C misdemeanors,” said Deborah Fowler, of Texas Appleseed.

Over the course of five years, more than 1200 elementary students in DISD received a ticket.

O.M. Roberts Elementary parent found Abby Amadore found that alarming.  “It’s the (school district’s) job to help us as parents to help them determine what’s right from wrong. I don’t think it’s correct to give them a ticket at six years old,” said Amadore.

In 2006-2007, over 4,000 DISD students received tickets but one parents said depending on the student’s age it may not be a bad way to curtail persistent misbehavior.

“It just depends the age and what the student did,” said DISD parent Claudia Diaz.

Data shows the tickets can cost a family as much as $500.

DISD issued a statement on the report, saying  “The district’s number one priority is safety and the learning environment should never be compromised. The vast majority of our students are not disruptive. Those who do receive tickets are hopefully learning that their actions have consequences.”

NEW YORK – The bleakest year in the foreclosure crisis has only just begun.


Lenders are poised to take back more homes this year than any other since the U.S. housing meltdown began in 2006. About 5 million borrowers are at least two months behind on their mortgages and industry experts say more people will miss payments because of job losses and also loans that exceed the value of the homes they are living in.


"2011 is going to be the peak," said Rick Sharga, a senior vice president at foreclosure tracker RealtyTrac Inc. The firm predicts 1.2 million homes will be repossessed this year.


The blistering pace of foreclosures this year will top 2010, when a record 1 million homes were lost, RealtyTrac said Thursday.


One in every 45 U.S. households received a foreclosure filing last year, a record 2.9 million of them. That's up 1.67 percent from 2009.


On Thursday, Freddie Mac reported that fixed mortgage rates dipped this week for the second straight time, extending a sliver of hope for some home owners. .


The average rate on the 30-year mortgage dropped to 4.71 percent from 4.77 percent the previous week. The rate on the 15-year loan, a popular refinance choice, slipped to 4.08 percent from 4.13 percent.


But both are a half-point higher than the lows they reached in November. The 30-year loan rate hit a 40-year low of 4.17 percent and the 15-year mortgage rate fell to 3.57 percent, the lowest level on records starting in 1991.


The dip has led more borrowers to apply for a refinance, but would-be buyers remain hesitant, according to Wednesday's mortgage indexes from the Mortgage Bankers Association. It will take more than low mortgage rates to jumpstart a housing market plagued by high unemployment, falling prices, tighter credit standards.


The glut of foreclosures has compounded the problem and while the pace moderated in the final months of 2010, that isn't expected to last.


Foreclosures are expected to remain elevated throughout the year, pushing home prices down another 5 percent nationally before finally bottoming out.


The number of homes that received at least one foreclosure-related filing in December was the lowest monthly total in 30 months. Total notices fell 1.8 percent from November and 26.3 percent from December 2009, RealtyTrac said.


Banks temporarily halted actions against borrowers severely behind on their payments after allegations of improper eviction surfaced in September.


However, most banks have since resumed foreclosures and the first quarter will likely bear that out, Sharga said.


The pain likely will be the most acute in states that have already suffered the worst. For the most part, it will be states that saw the biggest housing booms: Nevada, Arizona, Florida and California. They will be joined by states hit hardest by the economic downturn, including Michigan and Illinois.


And on Wednesday, Illinois lawmakers approved a 66 percent income-tax increase in a desperate bid to end the state's crippling budget crisis.


More than half of the country's foreclosure activity came out of five states in 2010: California, Florida, Arizona, Illinois and Michigan. Together, these states recorded almost 1.5 million households receiving a filing, despite year-over-year decreases in California, Florida and Arizona.


Nevada posted the highest foreclosure rate in 2010 for the fourth straight year, despite a 5 percent decline in activity from the year before. One in every 11 households received a foreclosure filing last year in the state. In December, foreclosure activity increased 18 percent from November with a 71 percent spike in bank repossessions.


Arizona and California also showed sharp December increases in the number of homes that banks reclaimed, at 52 percent and 47 percent, respectively. Arizona, along with Florida, finished the year at No. 2 and No. 3 for the highest foreclosure rates.


One in every 17 Arizona households got a foreclosure filing last year, while one in 18 received a notice in Florida.


California, Utah, Georgia, Michigan, Idaho, Illinois and Colorado rounded out the top ten states with the highest foreclosure rates.

Bobby and Amanda Herring spent more than a year providing food to homeless people in downtown Houston every day. They fed them, left behind no trash and doled out warm meals peacefully without a single crime being committed, Bobby Herring said.


That ended two weeks ago when the city shut down their "Feed a Friend" effort for lack of a permit. And city officials say the couple most likely will not be able to obtain one.


"We don't really know what they want, we just think that they don't want us down there feeding people," said Bobby Herring, a Christian rapper who goes by the stage name Tre9.


Anyone serving food for public consumption, whether for the homeless or for sale, must have a permit, said Kathy Barton, a spokeswoman for the Health and Human Services Department. To get that permit, the food must be prepared in a certified kitchen with a certified food manager.


The regulations are all the more essential in the case of the homeless, Barton said, because "poor people are the most vulnerable to foodborne illness and also are the least likely to have access to health care."


Bobby Herring said those rules would preclude them from continuing to feed the 60 to 120 people they assisted nightly for more than a year. The food had been donated from area businesses and prepared in various kitchens by volunteers or by his wife.


He and his wife became involved in the effort several years ago, when she would take leftover food from work to the homeless downtown. From there, it expanded into a full-time effort for her working through Eyes on Me, the Herrings' nonprofit organization that focuses on Christian-themed youth outreach efforts.


Nearly every day last year, they distributed food prepared or donated by volunteers or local stores at 6 p.m. at the corner of Commerce and San Jacinto, near the Harris County Jail, Bobby Herring said.


Looking for new solution


On Nov. 8, they were approached by Houston police officers and asked to provide food at another location under an overpass at Commerce and Travis streets adjacent to Buffalo Bayou, he recalled.


They were happy to move to the new location and continued to provide food there until Dec. 30, when a park ranger and two police officers told them they would have to stop until they could obtain a permit.


Because the new area to which they had moved is on city park land, they need permission and permits from both the parks department and health department.


Because city ordinances would prevent them from obtaining the needed permit, Bobby Herring said he is hoping to find a new solution, perhaps working through a church with a permit or finding a downtown location that would allow them to continue to help the homeless.


Amanda Herring said she was frustrated at the city's sudden stance.


"I'm just really sad," she said. "I can't believe for a year we were right out in the open and never had anybody tell us to leave, to stop, to tell us it was wrong. I'm blindsided with it."


'Designed to protect'


Connie Boyd, president and CEO of the Coalition for the Homeless of Houston/Harris County, applauded the Herrings' efforts but defended the city's stance.


"We absolutely need more people like them who care about this vulnerable population," Boyd said. "Even though their intentions are good, they ran into ordinances that are designed to protect the public. There are good reasons why they're in place."


Boyd said the Herrings, or any like-minded individuals, could use her organization to connect with more than 200 groups and agencies that provide aid to the homeless and possibly stake out a partnership.


Barton said city officials in the past had considered passing a "public feeding" ordinance that would make it easier for people like the Herrings to comply with rules designed to protect people's health and well being. The ordinance could involve easier and cheaper permitting processes, she said, although there had not been discussion of the matter for some time.


Ordinance review?


City Councilwoman Wanda Adams, who has been an advocate for the homeless during her tenure, said she planned to review the ordinance. She reiterated the importance of the city's rules but applauded the efforts of the Herrings.


"I'm very passionate about what they're doing," she said. "Somebody needs to make sure our homeless people are being taken care of. ... We have to look as a city to see if there are other ways we can partner with people like this who are trying to help."

CONCORD, NH—Ronald Goergen, 47, of Newmarket was sentenced to 60 years in federal prison after pleading guilty to four counts of sexual exploitation of children, announced United States Attorney John P. Kacavas.


The defendant was apprehended following a criminal investigation commenced by the Federal Bureau of Investigation's Innocent Images Operations Unit and its "Operation Rescue Me" initiative in Calverton, Maryland. "Operation Rescue Me" is an initiative aimed at locating and rescuing child victims who are depicted in images of child sexual exploitation that are in circulation on the Internet and elsewhere. The investigation, which began in 2009, focused on locating three children who were depicted in images of child sexual exploitation that had been in circulation since 2004. The investigation led to New Hampshire where, with the assistance of local FBI agents and the Newmarket Police Department, the children were positively identified and the defendant was arrested. He was charged with four counts of sexual exploitation of children and entered his guilty pleas on September 15, 2010. He was detained in federal custody since the date of his arrest.


United States Attorney John P. Kacavas stated, "I want to commend the proactive and far-reaching investigative efforts of our federal law enforcement agencies in bringing this child predator to justice. This case is a testament to the skill and scope of federal law enforcement in this arena. Prosecutions of child sexual exploitation offenses are among the highest priorities of the United States Department of Justice and the United States Attorney's Office for the District of New Hampshire. We will spare no effort or expense to ensure the safety of our most precious and vulnerable population—our children."


This case was investigated by the Federal Bureau of Investigation with assistance by the Social Security Administration-Office of Inspector General and the Newmarket Police Department. The case was prosecuted by Assistant United States Attorney Helen White Fitzgibbon, the U.S. Attorney's coordinator for Project Safe Childhood.


Project Safe Childhood is a nationwide initiative of the United States Department of Justice aimed at combating the growing epidemic of child sexual exploitation and abuse. Led by United States Attorneys' Offices and the Criminal Division's Child Exploitation and Obscenity Section (CEOS), Project Safe Childhood marshals federal, state, and local resources to locate, apprehend, and prosecute individuals who exploit children via the Internet, as well as identify and rescue victims. As John the Baptist . . . called their attention to the Ten Commandments, so we are to give, with no uncertain sound, the message: "Fear God, and give glory to him; for the hour of his judgment is come." With the earnestness that characterized Elijah the prophet and John the Baptist, we are to strive to prepare the way for Christ's second advent.

Lawmakers in Illinois moved quickly yesterday, Jan. 12, to pass a new bill that increases the state's personal income tax rate by a whopping 66%. This appears to be the largest tax increase any state has approved in the wake of recent economic woes.

Newly-inaugurated Illinois Governor Pat Quinn has publicly defended the move to raise taxes, citing the state's dismal financial picture and budgetary shortfalls, which are expected to expand as stimulus spending comes to an end this year. The new legislation will increase the current 3% rate to 5% for the next four years and includes an increase in income taxes assessed on corporations.

With a budget deficit hovering at nearly $15 billion, there's no question that Illinois has its back against the wall and needs to make meaningful changes to its fiscal policy. While tax increases are seldom popular politically, it seemed a foregone conclusion that Illinois would utilize tax changes along with budget cuts to start making a dent in the current deficit and rein in future spending. It came down to yesterday morning, when the lame-duck legislature finalized the deal before new lawmakers were scheduled to be sworn in mid-day.

Past lawmakers in Illinois have routinely used debt to finance budget shortfalls and new spending, but the time to make tough choices appears to have been put off as long as possible. Thompson Reuters now rates Illinois state bonds as the riskiest in the country in terms of perceived risk of default.

Recently interviewed by 60 Minutes about the severe economic issues facing Illinois, state Comptroller Dan Hynes said, "The state of Illinois is known as a deadbeat state." Hynes added that Illinois earned its reputation over many years and seemed genuinely upset by the fact that he frequently can do little more than apologize when the state's creditors come calling.

While the increase is huge in terms of percentages, the new tax rate of 5% is still lower than most other states. States such as California and Hawaii have top tax rates that exceed 10%, and only about a dozen states continue to enjoy rates under 5%. Under the terms of the bill, the 5% rate is set to expire after four years and return to a rate of 3.75%.

Unfortunately for Illinois lawmakers both in support and opposed to the new legislation, the tax rate hike is only the first of many difficult decisions that must be made on the journey back to sound fiscal responsibility. Illinois politicians will have to devote considerable time to reviewing the budget for redundancies and waste as well as to determining where cuts can be made to state sponsored programs. Some options originally proposed but cut from the final tax bill included an additional $1 tax on packs of cigarettes and a plan to borrow an additional $8 billion to help pay at least some of the overdue bills to businesses and agencies engaged with the state.
