Voters should soundly reject Proposition 101 and Amendments 60 and 61, cynical measures that would cause fiscal devastation.

Three measures on this fall's Colorado ballot are designed to tap into populist anger over government spending and our mushrooming federal debt. Yet they're really a cynical ploy meant to trick Coloradans into adopting a fiscal future that would devastate both public and private bank accounts.


Amendments 60 and 61 and Proposition 101 — which opponents have labeled "The Bad Three" and "The Ugly Three" — would cut property taxes, income taxes and other fees in Colorado. Their proponents claim the measures will provide "tax relief now," but that easy-to-like slogan hides the poisonous intent of the measures.


One of the most important things Colorado voters can do this year to protect their schools, their jobs,








their businesses and their safety is to defeat Amendments 60 and 61 and Proposition 101.


As former Gov. Bill Owens, a strong fiscal conservative who was not shy about cutting taxes, wrote recently: "(T)here is a difference between demanding greater fiscal responsibility from our elected officials and literally setting back our state's progress by decades."


Put more simply, Colorado's conservative attorney general, John Suthers, said the measures would result in "pure anarchy."


Amendment 60 would cut property and income taxes to the point where Colorado would have almost no general fund money left after it paid its obligation to K-12 schools.


The result wouldn't merely be a leaner government —







but a gutted one. If the effects of Proposition 101 are added in, about 92 percent of the state's general fund eventually would have to go to schools.


The leftover money — about $38 million in today's dollars — would be divided among colleges, health care, public safety, prisons and agriculture.


Yes, $38 million. The general fund today is around $7 billion.


Amendment 61 prevents the state government from going into debt. Sounds good, right? Well,








economically speaking, not all debt is bad — and Colorado law already forbids state and local governments from following the federal government's practice of spending money it doesn't have and running deficits.


Colorado governments are required to balance their budgets every year. But they are allowed, within guidelines, to borrow money based on dedicated revenue streams or collateral to buy bonds and other instruments that help them build roads and schools and courts and prisons.


Much like home loans that allow families to enjoy property while they pay it off, borrowing allows governments to build roads, schools, courts and prisons cheaper and faster.


Government actually saves money this way.

of the measure will say, should we leave such debt to our children? In a word, yes. No school district, for example, can pay cash for a school, yet that building will be used for years — some school buildings are nearly 100 years old — so why shouldn't the debt be spread out to bring down costs?


Amendment 61 also would greatly curtail local governments from borrowing, and require them to ask voters for permission.


Proposition 101 would destroy the revenue stream that builds and maintains Colorado's roads by cutting vehicle registration fees to 1919 levels — before the widespread use of cars.


All of these cuts are extreme and go way too far. They threaten the quality of life we have come








to enjoy and expect in Colorado and they will keep businesses from relocating or expanding here and may cause others to leave.


The economy already has reduced the size of government, and more cuts are coming.


State and local governments have not run up trillion-dollar deficits, and shouldn't be punished for what Congress and two presidents have wrought.


Vote "no" on all three measures.

A young schoolteacher went to a swanky Gramercy hair salon to get blond highlights. By the time she left, parts of her scalp were bald and smoking, a lawsuit contends.

"As soon as the dye was on, I felt like my head was burning," Noreen Gillespie, 30, said of her horrific 2007 hair appointment at Insitu salon on Irving Place. "I went over to the sink and smoke was coming out of my head."

Her lawyer, Charles Arnold, suspects that Insitu colorist Leann McDermott mixed the chemicals in the dye in the wrong proportions -- producing a scalp-blistering concoction.

"For weeks, my skin was peeling off like rinds of an orange," said Gillespie, who teaches English at IS 220 in Brooklyn.

McDermott, who did not return calls for comment, said in a deposition she was so traumatized that she stopped coloring hair for almost two years.

Gillespie was forced to undergo four plastic surgeries, according to her suit filed last week in Manhattan Supreme Court.

The lawsuit names McDermott and salon owners Paula Casano and Kristen Traina, who did not return calls for comment.

Manhattan cops shot a knife-wielding man to death after he managed to pull a Taser out of his body early Sunday, police sources said.


Emmanuel Paulino, 23, was hit by several rounds outside his Inwood home in the second police-involved shooting in as many days.


An angry Paulino was waving a knife when four cops confronted him following a party on Vermilyea Ave. near 207th St. in Inwood, cops and witnesses said.


They ordered him to drop the knife, but he refused, witnesses said. Then a sergeant fired a Taser at him.


Two dart-like electrodes attached to wires hit Paulino, but the shock did not stop him, sources said.


"The darts went into him. He's being shocked at the time, and he pulls the darts out," a police source said.


After Paulino yanked out the darts, he "did continue toward the officers with the knife," the source added.


The cops then fired at least nine gunshots at him, striking him several times. He died at New York Presbyterian Hospital following the 5:37 a.m. incident.


Cops were initially called to the scene to quell the chaotic aftermath of a wild party.


Neighbors made two 911 calls, police said. One involved a report of a man with a knife. The other was about a man who was ranting that he wanted to kill a cop. Paulino is believed to have been the subject of both reports.


Elisabeth Rodriguez, 28, said she was awakened by noise in the street and saw the shooting through the window of her first-floor apartment on Vermilyea Ave.


"His name is Emmanuel Paulino. He was a young kid. He had a 4-inch pocket knife in his hand," she said.


"I looked out the window and he was surrounded by seven cops. He was getting angrier and pacing around. He didn't lunge at anyone. The cops said, 'Drop the knife! Drop the knife!' and his cousin said: 'Yo! Let me talk to him! I can calm him down!'


"All the cops drew their weapons. All of them. He kept pacing and they all shot him. He was walking in circles, not lunging."


Rodriguez said Paulino, who lived at 121 Vermilyea, had anger-management issues and had a previous brush with the law.


"He was a good kid. He just had problems with cops," she said.


"He'd been arrested before, but he was helpful and loved in this neighborhood," she added. "He always hugged my kids, and would help me with my bags if I needed."


Jose Lopez, 38, said the party was held in an apartment in his building, 122 Vermilyea.


"There was a huge party here since 2 a.m. When it was done, people were yelling in the streets and being crazy," he said.


"There were 20 or 30 kids in the street when it happened. I don't blame the cops. This is a horrible neighborhood and a bad building. There's drugs and parties here every weekend."


Police sources said the vast majority of people who are hit with a Taser round are incapacitated.


"This shows the extent of his psyche at the moment," one source said. "You get hit with that Taser, you're going down. The majority ... of the people are going down."


In the previous police-involved shooting, off-duty Correction Department officer Victor Hernandez, 35, was wounded in the arm after pointing a gun at cops in the Bronx early Saturday.
