Wikileaks release secret documents citing Bergoglio as Papabile since 2003

Secret documents of U.S. diplomacy leaked by Wikileaks mention the Argentine Jorge Mario Bergoglio, (aka Pope Francis), as the preferred choice the position since 2003. There are eight telegrams published by Wikileaks mentioning Bergoglio. In 2 of them, he is presented as the Vatican favorite to become pope.

Bergoglio was a runner-up to the then Cardinal Joseph Ratzinger at the 2005 conclave that made Ratzinger pope. But he was not even mentioned in many media long lists of the likely papal candidates or “papabile” this time around.

The oldest telegram is dated July 2003 and cites the Argentine as "papabile". The document, written by the U.S. embassy in Tegucigalpa, which is the capital of Honduras, talks about discussions regarding the succession of John Paul II. According to the report, there were chances of a Hispanic being chosen to succeed him, given the growth of Catholicism in the region and the decline in Europe.
Do you see their strategy?

The correspondence speaks mainly about the chances of Honduran Cardinal Óscar Andrés Rodríguez Maradiaga to become the new pope. But it also cites Bergoglio and 4 other Latin American cardinals among the favorites (this includes:Brazilian Claudio Hummes, Mexico's Norberto Rivera Carrera and Colombian Dario Hoyos Catrillon and Alfonso Lopez Trujillo).
Another document that cites Bergoglio among the favorites for pope was written by the U.S. embassy in the Vatican on April 18, 2005 - which was the first day of the conclave to choose the German Joseph Ratzinger as successor to John Paul II.
According to the telegram, it was not yet possible to know which of the cardinals would be elected. It is then presented with a list of favorite profiles, divided into "Italian", "other Europeans", "Latin American", "African" and "Asian." For each name, a biography is given with date and place of birth and positions held throughout their career in the Catholic Church. In the Bergoglio profile, the following comment is made: "He speaks Spanish, Italian and German. Bergoglio exemplifies the virtues of the wise pastor that many voters value. Observers emphasize his humility." And that the fact that belonging to the Jesuit Order could "count against" Bergoglio, as some conservative members of the Catholic Church had fears of the liberal thinking of the members of this group.
The other 6 documents leaked by Wikileaks that mention Bergoglio were drafted by the U.S. Embassy in Buenos Aires and deal with political issues in Argentina.
31.Oct.2006 - The report states that Bergoglio, then head of the archdiocese of Buenos Aires, supported the opposition made by Bishop Joaquin Pina to attempt the governor of the Province of Misiones, Carlos Rovira, to modify the constitution to allow site indefinite re-elections. The rejection of the amendment was seen as a defeat for the government Kirchner, who publicly supported Rovira.
10.May.2007 - The document talks about the presidential election and that it was still be necessary to know if the government candidate would be Nestor Kirchner or his wife, Cristina. It also presents the difficulties that government supporters could face, as criticism of the Catholic Church and the participation of Bergoglio in defeat suffered by the government in the Province of Misiones. "The government seems irritated by the apparent preference of Cardinal [Bergoglio] by the opposition in this election year."
11.Oct.2007 - This document talks about the conviction of a Catholic priest, former chaplain of the Buenos Aires police for his role in "Dirty War" (1976-1983), a period in which violence, torture and disappearances marked the dictatorship Argentina - and whether this fact could harm the Catholic Church and also the moral authority of Bergoglio, who was appearing as leader of the opposition to the Kirchner government.
8.Apr.2008 - Analyzes the beginning of the government of Cristina Kirchner and mentions the name of Bergoglio to say that the new president had had a meeting with him, "resuming dialogue with the chief cleric of the Catholic Church in Argentina, which had been suspended for about 3 years by Nestor Kirchner. "
20.mai.2008 - This document talks about the economic crisis in Argentina and on measures adopted by the Kirchner government to try to resolve the problem. It says that the Catholic Church was troubled by the government's decision to change the celebration of May 25 (historic datein  Argentina) from Buenos Aires to Salta, resulting in Cardinal Bergoglio not being responsible for the sermon of the day (as he tended to criticize Kirchner).
26.jan.2010 - Reports talk about the U.S. Ambassador to Argentina, Vilma Socorro Martinez, with the newly elected Deputy Gabriela Michetti, Propuesta Republican Party, opposing the Kirchner government. "Practicing Catholic, Michetti maintains regular dialogue with Cardel Jorge Bergoglio and Catholic groups."
