Program puts York County inmates on neighborhood cleanup duty

York County inmates are cleaning up neighborhoods around the county through a new program launched Thursday.
Nonviolent, low-risk inmates will be cleaning up trash on an as-needed basis in municipalities that request the service. Hanover and York City were the first to schedule inmates, county spokesman Carl Lindquist said.
Inmates are screened and chosen to participate in the program. They are paid $5 for the day, which is funded through the prison's commissary fund. The program is free to municipalities.
"In tough economic times, it's critical we take advantage of every resource at our disposal," President York County Commissioner Steve Chronister said. "The program offers valuable, free assistance to local communities."
The focus of the program is to supplement community efforts to keep streets clean in order to attract businesses and residents to the area.
So far: Five inmates have been accepted into the program, said Clair Doll, deputy warden at York County Prison.
Other inmates can join the program if they are found to be nonviolent and pass a screening test.
"It's a pro-social activity for the individuals to engage in," Doll said. "They're doing something good for the community."
Doll said inmates have been used for other community projects, such as building the playground at Cousler Park in Manchester Township. This is the first time, however, inmates will be on-call for municipal cleanup duty, Doll said.
"We want to be able to give back to the community and provide support for the communities in tough economic times," he said.
A York County Prison corrections officer will monitor the inmates as they work. Cones and signage will alert motorists to the cleanup, Doll said.
Municipal officials can request inmate cleanup by calling the York County Prison Work Release office at 840-7796.

Read more at www.ydr.comPennsylvania Crime Stoppers is offering a cash reward for information that leads to the arrest of John D. Washington.
Washington is accused of shooting Florida Ross, 27, of East South Street about 2:30 a.m. Feb. 25, following an argument near the corner of East Maple and South Court streets.
Ross started to walk away from the argument when Washington allegedly shot her five times in the torso and arms, York City Police had said.
Police arrested Eric Theady Banks, 31, of York in March for his alleged involvement in the shooting.
Washington is a convicted sex offender and is required to register with the Pennsylvania State Police for life. He is out of compliance at this time, according to crime stoppers.
He is also wanted by the Dauphin County Sheriff's Department, and additional charges are pending from the Harrisburg Police, crime stoppers said.
Washington's last known address is 618 Ross St., Harrisburg and 630 Vander Avenue, York. He may also be in Lancaster, due to having relatives and friends in that area. He is also known to frequent Harrisburg and York areas, crime stoppers said.[ggr: : ]

The Onagawa nuclear power plant has lost power and is currently running on back up generators after another huge quake rocked Japan.
“At 12:23 a.m. the Nuclear and Industrial Safety Agency, an arm of the Japanese government, began holding an emergency press conference. An official said external sources of electricity have been cut to both the Higashi-Dori nuclear power plant in Aomori Pref., in northern Japan and the Rokkasho nuclear recycling plant, which I wrote in the latest issue of Forbes magazine . Both plants are reportedly operating normally via on-site emergency generators,“wrote Yas Idei, writing for Forbes in Japan.
Reuters has reported that officials have restarted the cooling systems at the Onagawa nuclear plant.
So far it is impossible to tell what is actually going on as it seems a media blackout is under way in regards to the possibly damaged nuclear power plants.
During the earthquake a strange blue light was observed which has yet to be explained. Earthquakes have spiked throughout the world yet our corporate media continues to downplay the dangers, while our president has openly canceled the United States Earthquake early warning detection system.

A strong earthquake measuring 7.4 has struck 25 miles off the Japanese coast, close to the 9.0 quake that hit last month. The Japanese government has issued a Tsunami warning and is expecting a wave up to 2 meters high imminently.
No impact has yet been detected at the Fukushima nuclear plant according to Japanese news.

Yas Idei, writing from Japan for Forbes, reported soon after the latest earthquake to rattle the country that the Onagawa nuclear power plant in the Oshika District and Ishinomaki city, Miyagi Prefecture, Japan, lost its power.
The March 11 Japanese earthquake and subsequent tsunami knocked out electricity and emergency generators required to cool reactors at the Fukushima Daiichi plant. The lack of cooling led to a partial nuclear meltdown in units 1, 2 and 3 at the crippled plant and the release of deadly radioactivity.
Tohoku Electric, responsible for operations at the Onagawa plant, reported it had restarted the system to cool its spent fuel pool, according to Reuters.
Following the March 11 earthquake, the Onagawa plant experienced a fire in the turbine section of the plant and increased levels of radioactivity were measured.
The Japanese government and TEPCO, Tokyo Electric Power, have consistently misled and lied to the public about the disaster. TEPCO has repeatedly falsified safety data and temperature readings for coolant materials for at least two decades.
