WASHINGTON – President Barack Obama's administration enters 2011 pressing ahead with new regulations and diplomacy to fight climate change, but it will face stiff challenges from opponents.



The year ended with modest progress toward a new global deal during U.N.-led climate talks in Cancun, Mexico, where major emitters including the United States and China moved beyond past bad blood.



But U.S. environmentalists' hopes were dashed at home, where a proposal to create a first nationwide "cap-and-trade" plan to restrict greenhouse gas emissions in the world's largest economy died in the Senate.



The Obama administration is nonetheless taking action on its own. Starting Jan. 2, authorities will consider greenhouse gases when approving emission levels for large new industrial plants.



The federal Environmental Protection Agency announced on Dec. 23 that it would go a step further starting in 2012 by setting greenhouse gas standards for power plants and petroleum refineries — which together account for nearly 40 percent of the emissions blamed for climate change.



But Obama can expect even more hostility to his climate agenda starting in January, when the rival Republican Party takes charge of the House of Representatives.



Representative Fred Upton of Michigan, the Republican who will head the new House Energy and Commerce Committee, said the United States should be "working to bring more power online, not shutting plants down" to protect jobs.



"We will not allow the administration to regulate what they have been unable to legislate," Upton said.



"This Christmas surprise is nothing short of a back-door attempt to implement their failed job-killing cap-and-trade scheme."



The Obama administration insists it is only setting standards, such as favoring green technology, and not imposing numeric caps on emissions as envisioned under most cap-and-trade proposals.



The Obama team and environmentalists argue that a shift to green energy would create, not reduce, jobs by opening a new area of growth in the troubled economy.



The world's temperature has been steadily rising and many scientists point to rising disasters — including devastating floods in Pakistan and, counterintuitively, intense blizzards — as evidence of climate change.



The Democrats narrowly retained control of the Senate and Obama remains president, meaning he can fight any legislative efforts to weaken regulation on climate change.



But several Republicans have vowed to fight a key U.S. promise in international negotiations — to contribute to poor countries seen as suffering the worst effects of climate change.



The Cancun conference set up a Green Climate Fund, to which the European Union, Japan, and the United States have led pledges of $100 dollars a year starting in 2020.



Bracing for concerns about accountability, the Obama administration fought successfully in Cancun to put the World Bank in charge of the Green Climate Fund.



Todd Stern, the chief U.S. climate negotiator, said the financial pledges were "extremely important" and "a core part of the deal."



"Obviously, the fiscal situation is exceedingly tough in the U.S. It's tough in Europe and other places as well. And we are going to have to do the best we possibly can to carry out" the promises, Stern said.



As part of a future deal, the United States has pressed for fast-growing emerging nations such as China to agree to binding and verifiable action on climate change.



India surprised many other countries in Cancun when it said it would consider a future binding deal. China has reiterated its opposition but promised to show flexibility.



Despite the shift in Washington, California — the most populous state —  approved its own cap-and-trade system after voters rejected a referendum supported by the oil industry to suspend air pollution control laws.



By contrast, oil-producing Texas — the biggest carbon polluter — has refused to abide by federal guidelines on emissions, leading the Obama administration to take over its permit system.

Abdul Rehman Saleem, known as Abu Yahya, is working on a market stall at the same time as collecting the £60 a week benefit, a friend of his estranged wife claimed.

The 35-year-old was freed from prison last year after being convicted of inciting racial hatred during protests in London against cartoon depictions of the prophet Mohammed.

Yahya is thought to have been claiming benefits while working on clothing stalls in both Stratford, East London, and another outlet at London’s New Covent Garden Market in Vauxhall.

At the same he time, he has failed to provide any maintenance for his five children with his former wife Kay.

She is the younger sister of actress Laila Rouass who has starred in Footballers’ Wives, Spooks and last year’s series of Strictly Come Dancing.

When the Daily Mail approached Kay, she refused to discuss her ex-husband or the provision he makes for their children.

But a family friend said: ‘He works illegally, claims benefits and sees virtually nothing of his children.

Yahya first came to public prominence in February 2006 when he and other thugs hijacked afternoon prayers at the Regent’s Park Mosque in north London.

They chanted ‘UK you will pay – Bin Laden is on his way’ and ‘UK, USA, 7/7 on its way’.
After burning the Union Flag, a group of 300 protesters then joined a march on the Danish Embassy in London to campaign against cartoons which had satirised the prophet Mohammed.

Yahya was one of four men who appeared in court a year later and was convicted of inciting racial hatred.

He was sentenced to four years’ imprisonment, but served little more than two years and was released in August 2009.

He also made headlines earlier this year when he carried out a poisonous rant both inside and outside the Old Bailey. Joined by Mohammed Shamsuddin, he protested at the court as 21-year-old radicalised King’s College London student Roshonara Choudhry was sentenced to life for trying to kill MP Stephen Timms in a
knife attack.

Wearing Islamic robes and with their faces twisted in hate, they hurled abuse at a terrified female juror in the case who was wearing a Muslim headscarf as they shouted: ‘Shame on you, sister’.

Outside the court the pair waved banners, saying: ‘Islam will dominate the world’ and ‘British soldiers must die!’

Yahya, who is still intent on Muslims fighting a holy war, splits his time between a council-maintained flat in Bow and his mother’s home in Ilford, both in East London.

Asked last night by the Daily Mail what benefits he currently receives, Yahya would only say: ‘My circumstances have recently changed and I now do not currently receive full jobseekers’ allowance at the moment. But I am not prepared to tell you what assistance I receive from the state in regards of my housing or living costs.

‘That is something I will just not talk about – or my position with the Child Support Agency regarding making any provision for my five children.’

Nestled in three luxury beachfront homes just outside a local favorite surf spot on the pristine turquoise waters of Kailua Bay, President Barack Obama and his family and friends are enjoying a seemingly quiet Christmas vacation.


They could have chosen a less expensive and more secure place to stay such as a beachfront home on the Kaneohe Marine Corps Air Station – just a two-minute drive away from the Kailuana Place property where they are now. The president visits the military base daily to workout, bowl with his kids or enjoy the more private beach there. He also could have stayed at a home 15 minutes away on the beach fronting Bellows Air Force Base as President Bill Clinton did


Instead, Obama and his friends annually pool their money to pay for the rental of three luxury beachfront homes. The so-called “Winter White House” – or Kailua home that the president rents two weeks a year – can cost an estimated $3,500 a day or $75,000 a month, according to the web site Gadling.com. The site describes the home where the President sleeps: “The 7,000 square foot home features 5 bedrooms, 5 ½ bathrooms, a media room with surround sound, a kitchen suited for a master chef, a dining room and great room, a secluded lagoon-style pool with tropical waterfalls and a lavish island spa. The ocean lanai and garden lanai showcase ornate landscaping and stunning views of Kailua Bay and Mount Olomana.”

Out of the rental fee for the three homes, owners pay for housekeeping, concierge service and other incidentals designated to them by the president’s coordinators.


Before the president and family arrive, homeowners accommodate weeks of inspections by Secret Service agents who can appear at any time. The Secret Service performs ground, sea and air surveillance of the homes and surrounding properties and background checks on the homeowners’ employees, contractors and neighbors. The telephone company spends several days adding secure phone lines underground. The Secret Service disables the homeowners’ security systems, sets up their own and erects some sort of force field that detects movement in the area.


But the preparation for the President’s arrival does not end there. Local real estate agents secure additional Kailua beachfront homes in strategic places for Secret Service, Navy Seals and U.S. Coast Guard personnel. Secret Service agents who guard the president and the president’s family have their own room at a cost of no more than $250 a day per person. Last year, the Secret Service and Navy Seals rented a total of 6 beachfront homes for the duration of the President’s stay for anywhere between $1,000 and $1,250 per day, local realtors say.


The White House will not disclose any information about this trip or prior trips, or even costs to taxpayers unrelated to security. However, residents staying near the Secret Service and Navy Seals confirm the number of rentals to be the about the same.

Also accompanying the President is an estimated two-dozen White House staff staying a 30-minute-drive away at the Moana Surfrider (A Westin Resort & Spa) on Waikiki Beach. The Moana Surfrider, one of the first hotels ever built on Waikiki Beach, is considered exclusive, prestigious, quaint and expensive. Basic rooms with either a partial or full ocean view cost between from $350 to $450 per night, plus a $20 per night additional charge and 13 percent tax, according to a call to room reservations. A spokesperson for the hotel would not confirm the number of rooms rented by White House staff, or the total cost, or if the White House secured a deal on room rates. The White House also refused to disclose this information.


Back in Kailua, the U.S. Coast Guard personnel man two 30-foot speedboats mounted with high-powered firearms. Four men are stationed on each boat in the canal that leads to the ocean, which is lined with homes. Two smaller boats continuously patrol the waters fronting the presidential rentals. The U.S. Coast Guard Cutter is stationed off the tip of Kailua Bay and the Kaneohe Marine Corp Air Station. A nearby corporate office building located on the canal across from the Kailuana homes also has been rented by Secret Service. Security checkpoints are set up at the entrance to Kailuana Place with only the residents and their guests pre-approved by Secret Service allowed access.

This year, the president’s wife and family flew ahead of the President on an Air Force C-40B Special Mission Aircraft, a 32 passenger plane, which according to a White House Dossier analysis, cost taxpayers an estimated $63,000 or $6,330 per hour. “By leaving early, she (Michelle Obama) forced a large logistical support – including a retinue of Secret Service agents – to get itself up and running,” the Dossier reports.



The president followed four days later on Air Force One, which according to the National Taxpayers Union Foundation, costs $181,757 per hour to operate. The Government Accountability Office estimates the cost of a roundtrip flight to Hawaii on Air Force One at $1 million.


When the President goes on outings to buy Shave Ice in Kailua town, or to visit Hanauma Bay in Hawaii Kai, or to play basketball with friends at his alma mater Punahou School in Manoa, he doesn’t go alone.


Up to 18 automobiles accompany the President when he leaves his residence, even for a 5-minute trip, to include several police cars, Secret Service manned SUVs, and an ambulance.


Louise Kim McCoy, press secretary for Honolulu Mayor Peter Carlisle, confirms that it is a City ambulance that accompanies the Presidential motorcade. “The City’s Emergency Services Department (EMS) expects the cost to be approximately $10,000 for this visit.  However, please note the EMS for the City and County of Honolulu is funded by the State,” she says.


Last year, the Honolulu Police Department reports it spent $250,000 on overtime to guard the President and $100,000 the year before that, when Obama was the President-elect. The city has yet to be reimbursed for any of the costs, a police spokesperson told Hawaii Reporter earlier this year.


Citing security concerns, the President’s administration refused to disclose any information to Hawaii Reporter as to the cost to state or federal taxpayers for the Hawaii trips in 2009 and 2010 or any other information about the President’s visit.


However, the administration maintains costs are in line with previous vacations of previous presidents.


With estimates secured from a host of professionals, city officials and law enforcement, Hawaii Reporter estimates costs to taxpayers will at least include:



  • Mrs. Obama’s early flight to Hawaii: $63,000 (White House Dossier)

  • Obama’s round trip flight to Hawaii: $1 million (GAO estimates)

  • Housing in beachfront homes for Secret Service and Seals in Kailua ($1,200 a day for 14 days): $16,800

  • Costs for White House staff staying at Moana Hotel: $134,400 ($400 per day for 24 staff) – excluding meals and other room costs

  • Police overtime: $250,000 (2009 costs reported by Honolulu Police Department)

  • Ambulance: $10,000 (City Spokesperson)

  • TOTAL COST: $1,474,200

A York City man who police said deliberately ran over a pedestrian Wednesday night in York City is facing criminal charges.

Andrew Robert Lehigh, 22, of 346 Peyton Road, was being arraigned Thursday morning at the county's Central Booking Unit, a sheriff's deputy said.

York City Police said Lehigh is being charged with aggravated assault, simple assault, reckless endangerment and hit and run.

Police said Lehigh got into a minor crash with another vehicle in the 700 block of South Pine Street about 7:40 p.m. Wednesday. The passenger of the other vehicle, Christopher Harlacker, got out and tried to tell Lehigh to stop as Lehigh was leaving the scene, police said.

At that point, Lehigh intentionally ran over Harlacker, police said. Lehigh then left the scene but drove to the police station, where he was arrested, police said.

Harlacker, 39, of East Market Street, was in satisfactory condition Thursday morning in York Hospital, hospital spokesman Barry Sparks said.

Charges have been forwarded to court in the case against the owner of an Adams County day care owner accused of failing to notify authorities about reports of abuse at her facility.

Bonnie Bretzman, 45, was charged earlier this month with one count of endangering the welfare of children, a third-degree felony, and one count each of misdemeanor obstruction of law enforcement and failure to report abuse, according to court documents.

Bretzman employed former Hanover resident Raymond Messinger, 47, who on Nov. 15 pleaded guilty to four counts of aggravated indecent assault of a child

and two counts of indecent assault of a child less than 13. He had been accused of molesting six girls while he worked at Bretzman Day Care, 140 Clines Church Road.

District Magistrate Mark Beauchat said during a preliminary hearing Wednesday that enough evidence existed to move forward on two of Bretzman's three charges, but the state didn't make its case for obstruction. That charge was dismissed.

Defense attorney Steve Maitland said the obstruction charge alleges willful attempts to "throw law enforcement off the trail."

Allegations: Adams County Assistant District Attorney Amber Lane, who's prosecuting the case, said Bretzman knew that there were allegations of child abuse at her facility, but she never reported them to the state's Department of Welfare or the other proper authorities in Adams County. Under state law, day care workers are mandated to report allegations.

But Maitland said Bretzman did not know there were any allegations of child abuse before she was notified by Adams County Children and Youth Services.

"The parents or the children did not tell her," he said.

After the initial charges were filed against Messinger, she didn't think she had to report additional allegations by other parents who stepped forward, Maitland said. He said his client's training by the Department of Public Welfare contradicted the law, in that she was told she didn't have to report additional incidents if there were an active investigation.

"If you drive by an accident and the police are already on the scene, there is no need to call 911," he said.

Bretzman is scheduled for formal arraignment in Adams County on Feb. 17, the same day as Messinger's sentencing.

Messinger will serve between 20 and 40 years in state prison under a plea agreement with the District Attorney's office.

After months of math by York County Treasurer Barbara Bair, the county has filed an insurance claim saying former Spring Garden Township tax collector Melissa Arnold misappropriated $297,000 in tax money.

That amount covers funds county officials say are missing for three taxing authorities: York County, York Suburban School District, and Spring Garden Township.

Earlier this month, county solicitor Mike Flannelly sent a claim letter detailing Bair's findings to Travelers Bond & Financial Products, the insurance company that bonded Arnold. Tax collectors are bonded to insure the money they handle.

The money not turned over to the taxing authorities includes $305,000 from the school district, about $1,500 from the county, and $962 from the township, according to the bond claim summary submitted by Flannelly. Bair said about $10,000 that had been frozen in Arnold's accounts at the launch of an investigation was subtracted from the total when submitting the claim.

Arnold has not been charged with a crime.

She appointed a replacement after police began an investigation into whether she had deposited township checks into at least one personal account and withdrawn a "substantial" amount of the money, according to search warrant-related documents.

State police in October 2009 searched Arnold's former home and office on Leafydale Drive and retrieved computers, bank account records, credit cards, monthly tax collection records and other items, according to the doc-

uments.

A state police spokesman said the investigation was turned over to the FBI. An FBI spokeswoman said she could not confirm whether Arnold is under investigation.

Attempts to reach Arnold, who no longer lives at her former address, were unsuccessful. An attorney who had been representing Arnold said he is no longer her attorney.

In-depth review: Flannelly said it took months to organize the claim because the review involved nearly every taxpayer in the township.

"There's no record of some people paying, but that could be because they didn't pay or that it wasn't accounted for, so that takes some time," he said.

Bair said she had to sift through all records from 2009, reviewing more than 10,000 tax bills on 5,000 properties.

There were about 350 parcels for which the disposition was unclear, and those taxpayers were asked to provide proof of payment, she said.

The municipalities are awaiting a response from the insurance company, Flannelly said.

Travelers spokeswoman Jennifer Wislocki said the company doesn't discuss "individual claim situations," and she could not provide a timeline for resolution of the claim.

An Infowars.com reader was recently visited by the FBI’s Joint Terrorism Task Force and asked if he wanted to prevent another Oklahoma City bombing. “I work for a large farm store retailer with stores in Colorado, Texas and New Mexico yesterday I had a visit from the FBI joint terrorism task force requesting that we train our staff to help prevent terrorism,” the man writes.

According to the official version of events, the bombing of the Alfred P. Murrah federal office building in downtown Oklahoma City on April 19, 1995, was accomplished with a fertilizer bomb. Explosive experts have argued that a fertilizer bomb would be incapable of taking down the building.

When the FBI agent was asked if it is mandatory to teach employees in the prevention of ill-defined terrorism, the agent said, “Not at the moment.” He left behind a flyer (see below) listing “indicators” of terrorist activities related to farm supply stores. He also gave the store employee his FBI business card.

Similar flyers have been tailored for hobby shops, tattoo parlors, gun stores, and storage units.

The FBI wants “kids to turn their parents in, they’re wanting parents to turn his kids in,” Jim Snow, owner of Rebel Arms and Sporting Goods in Nob Hill, Arkansas, told 4029.com, a local news station following the FBI visit in January.

Will this prove to be dangerous in certain situations? Situations in which the driver might require power to react to an unknown driving condition or situation.

This is simply another system that will train you and future generations that they need to be limited. Future generations will no longer know what it feels like to zoom down the road in an old fashion muscle car.
