Some may call her fearless. For others she is foolhardy. The fact remains: 20-year-old Marisol Valles Garcia is the only one who stepped up to become the new police chief in the troubled northern Mexico town of Praxedis G. Guerrero, in the state of Chihuahua.

In towns such as this, in the grip of drug trafficking violence, a police chief is often the hardest job to fill. Heads of forces are commonly killed off in the violent turf wars between rival traffickers – sometimes because they are moonlighting for one gang, other times because they are standing in the way of lucrative sales. At times, entire forces have quit en masse in frustration and fear.
But Ms. Valles Garcia, who is finishing her degree in criminology, says that the community must overcome fear and bring morals and values back to ravaged Mexico. "Yes, there is fear," she told CNN en Español Wednesday in an interview. "It's like all human beings. There will always be fear, but what we want to achieve in our municipality is tranquility and security."
Her posting comes as public officials have faced new threats against drug-trafficking organizations. The lead investigator looking into the death of an American tourist in Tamaulipas was recently beheaded. Political candidates have been assassinated. So far this year, a dozen-some mayors have been killed.

Praxedis G. Guerrero is located in the once peaceful Juarez Valley, just 35 miles south of Ciudad Juarez, the most dangerous city in Mexico, where more than 28,000 people have been killed in drug-related violence since 2006. It is now seeing a mass exodus of residents amid violence between the Sinaloa and Juarez groups.
It might seem that a tough-fisted police chief is the only one fit in the context of such violence. But Valles Garcia says she will take the reverse tactic: using a mostly female, unarmed force to patrol the streets and focus on social programs in schools and community-building. "The weapons we have are principles and values, which are the best weapons for prevention," she said. "Our work will be pure prevention. We are not going to be doing anything else other than prevention."
Her force is one of more than 2,000 municipal police forces throughout Mexico. Some of them have been corrupted by drug traffickers even though organized crime is not the responsibility of local police. The administration of President Felipe Calderón is trying to push through police reform that would centralize local forces under state control.

The book of Acts predicts, quoting Joel 2:28, that in "the last days… young men shall see visions… old men shall dream dreams" (Acts 2:17). A few days ago White Horse Media learned about a pastor in the 1980's who had a dream informing him that Jesus Christ would return during the time that America had a black president. Here are a few excerpts from the email we received:
"Back in the 1980s, Elder Jack Darnall… who ran an end-time training center to prepare people for end-time events, held a prayer meeting in his house. As the people were leaving, he called aside another man and said to him that he felt impressed to tell him an impressive dream that he had.
"In the dream, he dreamed that it was the time when Jesus returned to Earth in power and great glory. America had an African-American president (something unthinkable in the 1980s) when Jesus returned. He was tall and thin, with close-cropped hair and large ears. When elected, at first he was greatly beloved by the people, but then he became a terrible dictator.
"The dream was not widely discussed, because at that time they could not see a black man being voted in as president with so much prejudice in the country still.
"It was just a dream, but an unlikely one at the time... We are not saying Pastor Jack Darnall was a prophet. We are simply saying that he had a dream. It may have been from the Lord, after all, the Lord said that at the end-times 'your old men shall dream dreams.' Joel 2:28. Time will tell whether this dream fits into that category. File it away in the back of your brain for future reference."
Apparently, the story was verified to be true. In other words, Elder Darnall really did have this dream. There was another point in the dream worth mentioning: there would be one more pope after John Paul II.
As the above quote states, "Time will tell." At White Horse Media, we are not prophets. Neither do we jump at every dream we hear about. Nevertheless, we felt that this one was worth sharing for you to think about.

AFTER an eight-day monster battle a British fisherman has caught one of the world's most fearsome freshwater fish.
Angler Jeremy Wade wrestled the 5ft-long goliath tigerfish during a fishing expedition along the Congo River in Africa.
The tigerfish - believed to be a deadlier version of the piranha - has 32 teeth that are a similar size to those of a great white shark and has been known to attack humans and even crocodiles, the UK's Daily Mail reports.
Mr Wade reeled in the 45kg beast as part of aTV show about mythical reports from around the world of humans being attacked by unknown monsters from the deep.
“'It is very rare to catch one, especially by an outsider because they are found in such a remote and difficult location to get to,” Mr Wade said on the show River Monsters.

“There are no guides or lodges on that part of the Congo River.”
Mr Wade said he used catfish as bait for the tigerfish and a 91kg rod and line.
He said he feared handling the monster fish and had to stand back from it until it was safely in his landing net.
“It is a very dangerous fish to handle. If you aren't careful it could easily take your finger off or worse,” he said.
